Job Description:
Procurement and Contracting Services is looking for a Contract Specialist IV.
Under the direction of the Procurement and Contracting Services (PCS) Manager of Historically Underutilized Business (HUB) Program Office, the HUB Coordinator performs advanced program and technical work in the Health Human Services Enterprise (HHS') HUB Program Office within the PCS Division. The HUB Coordinator is selected by and reports to HUB Manager of HHS/PCS HUB Program Office. The position is responsible for monitoring, planning, coordinating, evaluating and reporting on HUB related activities. The HUB Coordinator works under general direction with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
Determines and evaluates HUB subcontracting plan (HSP) for procurement and contract reviews. Conducts HSP trainings, HSP Courtesy Reviews and HUB Post Award meetings. (EJF: 30%)
Performs research for the HHS regarding potential HUB vendors and provides HUB vendor lists, by accessing the CPA's Centralized Master Bidders List (CMBL) and other databases. (EJF: 20%)
Manages projects, tasks and assignment with effective time management to ensure successful completion by established deadlines. Provides status reports and provides explanations for variances in the status reports. Updates and maintains current statues on HUB assignment tracking log. (EJF: 20%)
Updates and maintains databases (e.g., HUB Portal, HUB SharePoint) that include HUB vendors who are doing business with the HHS agencies. Uploads required HUB documentation to HUB SharePoint and SCOR. Serves on project and procurement evaluation screening teams for contract bids/proposals as needed. (EJF: 20%)
Participates in HUB forums and related procurement and outreach events. Performs other duties as assigned. (EJF:10%)
Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) certification required within six (6) months of employment
Knowledge Skills Abilities:
Knowledge of state laws relating to state contracts;
Knowledge of the Comptroller of Public Accounts (CPA's) procurement processes, Vendor Management Program, HUB rules, policies and procedures;
Ability to use the Microsoft Windows Suite of products including Microsoft Word, Microsoft Excel, and Microsoft Outlook.
Excellent written and oral communication skills;
Ability to construct and deliver clear, concise, and effective presentations to the general public regarding HHS and its components;
Ability to work tactfully and effectively with internal and external customers, in person, virtually and/or on the telephone;
Ability to represent the agency at conferences, meetings, and forums.
Ability to handle multiple tasks and meet demanding deadlines;
Ability to work in a team environment;
Must have an aptitude for details;
Ability to report to the PCS Office or other assigned work location as stipulated by the PCS HUB Manager
Initial Selection Criteria:
A minimum of two years of contract management or contract-related experience.
