As the Evidence Custodian/Contractor Services Coordinator with the Campus Police Department, the individual will manage inventory control work that requires applying North Carolina laws and statutes pertaining to the custody of criminal evidence. This work involves managing custody of all evidence and/or other individual property, controlling the decision-making of transferring property and evidence to courts, and is responsible for obtaining evidence destruction orders. The Evidence Custodian/Contractor Services Coordinator is responsible for maintaining an inventory of evidence and property items, as well as coordinating the auctioning of seized and unclaimed property in accordance with North Carolina statute. Employees must exercise initiative and independent judgment and decision-making when processing property and maintaining inventories. This position also supervises the Contractor Program, which includes issuing vests, cards, parking passes, and keys. This work involves conducting biannual auditing of vests, cards, and CCure clearances used to grant access to contractors.

QUALIFICATIONS:

Education

  • High school diploma or GED required.
  • Prior experience in law enforcement, evidence overseeing, or property management is preferred.
  • Must be able to obtain Modules 1,2, and 3 of the North Carolina Division of Criminal Information Certifications.

Experience and Training

  • Certifications from organizations such as the International Association for Property and Evidence are preferred.
  • No misdemeanor convictions within the past 5 years
  • No felony convictions
  • No motor vehicle moving violations within the past year and no alcohol-related convictions within the past 5 years.
  • Acceptable credit history
  • Valid North Carolina Driver's License
  • Microsoft Office Suite

ESSENTIAL FUNCTIONS:

  • Manages custody of all evidence and/or other individual property, which includes organizing and cataloging evidence and property and maintaining related records.
  • Perform audits of the Property/Evidence room periodically to ensure compliance with North Carolina General Statutes
  • Assembles and organizes evidence for presentation in court; attends court and presents evidence and testimony.
  • Controls the decision-making of evidence destruction orders and coordinates with the District Attorney, Judicial Officials, Officers, or Investigators to have evidence destroyed.
  • Returns evidence and property to owners as required; retrieves property and evidence from storage as requested.
  • Coordinates seized and/or unclaimed property items for auctions.
  • Oversees destruction of non-returnable evidence and contraband.
  • Utilizes computerized data entry equipment and various word processing, spreadsheet, database, and/or file maintenance.
  • Manages deliveries and receipt of inventory to and from other Law Enforcement Agencies as well as State and Federal Laboratories
  • Manages and approves the Contractor Program to include issuing vests, temporary "day passes," and temporary parking hangtags.
  • Issues Access Control cards to include printing HPU Passports, assigning clearances, and troubleshooting access issues.
  • Serves as liaison between HPU Project/Contractor Manager and Contractor/Vendor to ensure contractors are registered properly.
  • Issues parking decals, temporary parking passes
  • Additional duties as assigned by the Chief of Police
