    Job Summary

    The Contractor Program Manager will serve as Osi Vision's primary point of contact for contract performance supporting a Federal Government defense program. This position will provide overall leadership for day-to-day contractor operations, coordinate personnel and resources, and provide administrative and technical oversight to ensure successful execution of contract requirements and Government performance standards.

    The Contractor Program Manager will oversee program schedules, contract deliverables, staffing activities, risks, performance issues, and communication with Government stakeholders. The position requires an experienced federal program management professional capable of leading multidisciplinary teams and managing complex contractual, scheduling, staffing, and operational requirements.

    Essential Duties and Responsibilities

    • Serve as the primary point of contact for matters related to contract performance, with appropriate authority to coordinate company resources and direct contractor personnel in support of successful program execution.
    • Provide day-to-day operational leadership and serve as the primary liaison between Government stakeholders, Osi Vision leadership, and contractor personnel.
    • Oversee contractor activities from administrative and technical perspectives to ensure personnel are properly trained, appropriately assigned, and performing in accordance with contractual and program requirements.
    • Maintain contractor labor-hour records and support the preparation and submission of recurring labor, staffing, and performance reports.
    • Develop, maintain, and manage a resource-loaded Integrated Master Schedule (IMS) covering program milestones, technical activities, deliverables, dependencies, and other contract requirements.
    • Apply Critical Path Method analysis and other scheduling techniques to identify schedule risks, recommend corrective actions, and communicate potential impacts to program leadership.
    • Monitor overall contractor performance to ensure compliance with contract requirements, quality standards, schedules, and Government performance expectations.
    • Participate in recurring program management, performance review, and stakeholder meetings.
    • Coordinate the preparation, review, submission, tracking, and resolution of contract deliverables and Government comments.
    • Manage staffing activities, including recruiting coordination, onboarding, offboarding, key-personnel actions, vacancy management, and verification of required certifications, training, and security requirements.
    • Coordinate facility access, badging, Government-furnished property, security requirements, authorized travel, and other administrative activities necessary to support contract performance.
    • Maintain program status reports, action-item trackers, risk and issue logs, staffing records, schedule documentation, and other contract management records.
    • Identify program risks and performance issues, coordinate corrective actions, and communicate significant impacts, mitigation strategies, and recommendations to company and Government leadership.
    • Support continuous improvement of program processes, staffing practices, reporting procedures, and contract execution activities.

    Required Qualifications

    • Bachelor's degree in Business Administration, Management, Systems Engineering, or a related operational, technical, or management field.
    • At least ten years of professional experience in project management, program management, team leadership, program scheduling, or related functions.
    • At least four years of experience directly supporting the Department of Defense or another Federal Government agency.
    • Demonstrated experience managing personnel, schedules, deliverables, risks, and performance requirements within a federal contracting environment.
    • Demonstrated technical expertise establishing and maintaining resource-loaded Integrated Master Schedules using Microsoft Project, Primavera P6, or an equivalent enterprise scheduling tool.
    • Experience applying schedule analysis techniques, including Critical Path Method analysis, milestone tracking, dependency management, and schedule-risk identification.
    • Strong leadership, interpersonal, written communication, and organizational skills.
    • Ability to interact professionally and effectively with senior Government, military, civilian, and contractor personnel.
    • Ability to manage sensitive or controlled information with appropriate discretion.
    • Ability to manage multiple priorities, deadlines, staffing requirements, and program activities in a fast-paced federal contracting environment.
    • Active Security Clearance

    Preferred Qualifications

    • Master's degree in Business Administration, Management, Systems Engineering, or a related operational or management field.
    • Active Project Management Professional (PMP) certification.
    • PMI Scheduling Professional (PMI-SP) certification.
    • Previous experience serving as a Contractor Program Manager, Program Manager, Deputy Program Manager, or similar leadership position on a Department of Defense or Federal Government contract.
    • Experience supporting programs involving multiple functional areas, geographically dispersed personnel, technical deliverables, and Government stakeholders.
