Quality Control (CQC) System Manager - Contractor
Location: Amarillo, TX (On-Site)
Compensation: $125K–$150K Base Salary + Benefits
Classification: Full-Time
Our client, a nationally recognized infrastructure and government services organization, is seeking an experienced Contractor Quality Control (CQC) System Manager to support critical federal infrastructure and facility projects in Amarillo, TX.
This position plays a key leadership role supporting complex Department of Energy (DOE) and National Nuclear Security Administration (NNSA) programs within a highly regulated construction environment. The ideal candidate will bring strong construction quality leadership experience, deep knowledge of federal quality standards, and the ability to operate effectively within technically demanding and safety-sensitive projects.
This opportunity is best suited for professionals who have worked within large-scale federal, nuclear, industrial, mission critical, or technically complex construction programs where quality, documentation, compliance, and execution discipline are essential.
Responsibilities
- Develop, implement, and manage the Contractor Quality Control Plan in accordance with contract requirements, USACE standards, DOE requirements, and NQA-1 quality standards
- Lead and document the three-phase inspection process including preparatory, initial, and follow-up inspections for definable features of work
- Review and approve project submittals, shop drawings, material certifications, mix designs, and testing documentation to ensure compliance with project specifications
- Coordinate and oversee testing and inspection activities including soils, concrete, coatings, welding, and other specialty inspections
- Manage the non-conformance and corrective action process from identification through resolution
- Maintain complete and organized quality control documentation including inspection records, daily QC reports, testing results, and as-built documentation
- Interface with DOE representatives, third-party inspectors, auditors, and project stakeholders during assessments, audits, and surveillance activities
- Provide on-site quality leadership during active construction operations
- Support and reinforce a strong project safety culture alongside construction and operational leadership teams
- Supervise and coordinate QC inspectors and testing personnel
- Work collaboratively across construction, engineering, project controls, and client teams to ensure project execution aligns with contractual and regulatory requirements
Required Qualifications
- Bachelor’s degree in Engineering, Construction Management, Architecture, or related technical field
- Experience serving in a Contractor Quality Control leadership role on federal or technically complex construction projects
- Strong understanding of USACE CQC processes and documentation standards
- Experience supporting DOE, NNSA, DOD, USACE, or other highly regulated government construction environments
- Working knowledge of NQA-1 quality standards and federal construction compliance requirements
- Experience managing inspections, testing coordination, documentation control, and corrective action processes
- Ability to lead field quality efforts in active construction environments
- Strong communication, organizational, and leadership skills
Preferred Qualifications
- Master’s degree in Engineering, Construction Management, Architecture, or related field
- Experience supporting nuclear, mission critical, energy, industrial, or advanced infrastructure projects
- USACE Construction Quality Management (CQM) for Contractors Certification
- ASQ Certified Quality Manager (CQM) or Certified Quality Engineer (CQE)

- Minimum expected work schedule of approximately 50 hours per week
