Overview:

The Contractor Special Security Officer (CSSO) serves as the lead on-site contractor security authority for all Special Access Program (SAP) matters supporting the Advanced Sensor Systems Naval Detachment. This role functions as the contractor counterpart to a Government Special Security Officer (GSSO) or Program Security Manager (PSM) and is responsible for the day-to-day management, oversight, and execution of the SAP security program in a complex, multi-program environment.

 

The ideal candidate brings deep experience in SAP security, strong knowledge of applicable security regulations, and the ability to advise both government and contractor leadership on program compliance, risk mitigation, and operational security requirements.

 

Responsibilities:
  • Lead all contractor SAP security operations in support of assigned programs.
  • Develop, implement, and maintain SAP security policies, procedures, and standard operating procedures in accordance with the DoDM 5205.07 series and other governing directives.
  • Serve as the primary SAP security subject matter expert for government and corporate leadership.
  • Advise stakeholders on security risks, mitigation strategies, compliance requirements, and emerging program needs.
  • Manage the full lifecycle of multiple Special Access Program Facilities (SAPFs), including accreditation, modifications, and continuous monitoring.
  • Prepare and maintain Fixed Facility Checklists (FFCs)Co-Utilization Agreements (CUAs), and related facility accreditation documentation.
  • Oversee SAP personnel security activities, including Program Access Requests (PARs), indoctrinations, debriefings, personnel file accuracy, and billet management.
  • Manage the accountability, control, transmission, storage, and destruction of SAP information and materials, ensuring proper classification marking and handling.
  • Serve as the primary interface with government security oversight personnel, including SAPCOGSSO, and other program security representatives.
  • Lead internal self-inspections and support external government compliance inspections and audits.
  • Maintain inspection readiness and drive timely corrective actions when needed.
  • Provide leadership, mentorship, and technical guidance to assigned security personnel.
Qualifications:
    • 7+ years of direct experience managing or supporting Special Access Programs (SAP).
    • Prior experience in a senior SAP security role strongly preferred, such as CSSO, GSSO, SSO, or PSM.
    • Active Top Secret clearance required.
    • SCI eligibility required.
    • Bachelor’s degree in a related field preferred.
    • Advanced SAP security training such as SAPPC, SPSC, or equivalent strongly preferred.
    • Strong working knowledge of the DoDM 5205.07 series, applicable ICDs, and related SAP security requirements.
    • Demonstrated experience with SAPF accreditation and management.
    • Strong leadership, organizational, and program management skills.
    • Excellent written and verbal communication skills.
    • Ability to work independently and manage complex security requirements with minimal supervision.

    Preferred Qualifications

    • Experience supporting Navy or other DoD customers in SAP environments.
    • Experience managing multiple facilities and/or multiple SAP-supported programs simultaneously.
    • Prior inspection, audit, or compliance management experience.
    • Experience leading or mentoring junior security personnel.

    Work Environment

    • This position is on-site in a secure facility environment.
    • Candidate must be able to work in a classified setting and comply with all customer and program security requirements.
    • Some travel may be required based on program needs
Wage Transparency Statement: AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $125,000.00/Yr. - USD $150,000/Yr. Actual compensation will be determined based on several factors permitted by law.
