The Procurement Contract Manager is responsible for managing the full lifecycle of procurement contracts, including sourcing, negotiation, administration, compliance, and closeout activities. This role ensures that contracts and procurement activities comply with federal regulations, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), while supporting business objectives and minimizing contractual risk. Back up and supervise Buyer(s) as needed.


Responsibilities


+ Support Program needs through compliant procurement and vendor contract management, providing a clear communication channel between the Business Management office and the subcontractor for operational concerns, contractual issues, and changes in scope.

+ Supervise Procurement activities to ensure contract compliance in accordance with FAR/DFAR and other Government agency specific regulations.

+ Monitor and manage all subcontracts through day-to-day oversight and direction to assigned procurement staff, communication with operational supervisors/managers, and shops.

+ Ensure compliant application and use of Deltek Costpoint’s Procurement module

+ Support training and development of program procurement personnel and processes.

+ Initiate, enter, assign, oversee, and own site procurement processes and workflow.

+ Oversee Vendor and Subcontract A/R and A/P:

+ Approval of vendor and subcontract invoices

+ Ensure subcontract/vendor payments are processed correctly and in timely fashion.

+ Monitor billing and payment status of subcontractor invoices.

+ Track contractual obligations and deliverables on Prime contract and subcontracts

+ Purchase Card (PCard) administration – coordinate new PCard applications, update charge codes in US Bank system, and work with Corporate PCard administrator and A/P to upload cycle data, audit monthly PCard packages submitted by card holders on site for cost allocation accuracy and compliance.

+ Assist project team with:

+ Identifying and analyzing project risk

+ Development and execution of internal and external vendor reviews

+ Monitor funding status of subcontracts.

+ Contract Closeouts.

+ Contracts / Pricing:

+ Review and analyze contracts, subcontracts, and agreements to ensure they meet financial and reporting requirements in support of program

+ Assistance with vendor and subcontract pricing and historical data collection as needed

+ Maintain project files on SharePoint including purchase orders, subcontracts, invoices, leases and agreements.


Qualifications


+ Bachelor’s degree in Business or Project Management related field preferred.

+ 6+ years’ experience providing procurement and subcontracts support for government contracts.

+ Deltek/CostPoint experience and proficiency.

+ MS Excel and Office products proficiency.

+ Track record of delivering well-organized and accurate work with strong written and verbal communication skills.

+ US Citizen with ability to pass a thorough background check.

+ Proven ability to work well with accounting, contracts, and project personnel to accomplish tasks and objectives.
