Contracts Manager

Sparks Group has partnered with a professional services organization to find a Contracts Manager.  As the Contracts Manager you will be responsible for leading portfolio oversight, negotiation, and full lifecycle administration for federally funded clinical research and public health contracts while driving business growth, ensuring regulatory compliance, and serving as a trusted strategic advisor to internal and external partners. • Lead portfolio oversight for federal health contracts managing complex contract vehicles (Cost-Reimbursement, FFP, T&M, IDIQ) across their full lifecycle.
• Draft, negotiate, and execute strategic agreements, including Subcontracts, NDAs, Teaming Agreements, DUAs/DTAs, and consulting contracts.
• Perform pre-award RFP reviews and risk assessments to ensure alignment with FAR, HHSAR, NIH policies, and organizational standards.
• Partner with capture and BD teams on proposal strategies, teaming structures, and risk evaluations for new health research opportunities.
• Advise leadership and various teams while mentoring contract staff and driving process best practices.

• Master’s degree or equivalent education and years of experience in business, contracts, management
• 10 - 15 years of experience in Federal Government contracting and contract management, including extensive leadership responsibility overseeing teams and a diverse portfolio of health-related federal contracts or equivalent experience.
• Experience supporting federal health research agencies.
• Familiarity working with enterprise projects and contracts software (e.g., Deltek Costpoint).

This job is Hybrid Remote.

Pay Range: Hourly $50.00 to $60.00
