JOB TITLE: Contracts Specialist II
JOB SUMMARY: The Design and Construction Procurement team oversees major, complex project procurements for about 20 departments, supporting a $9.7B five-year Capital Improvement Program. Projects range from airport terminals and water facilities to public safety buildings, libraries, parks, and long-term transportation improvements. The team seeks a Contracts Specialist II with strong judgment and initiative to manage procurements under city, state, and federal regulations, ensuring compliance with federal programs and small/disadvantaged business initiatives.
Hours: 8:00 a.m. - 5:00 p.m.; M-F
Pay: $37.00 to $43.00 per hour DOE
Location: Phoenix, AZ 85003
Type: Long term temporary
Start date: Immediately upon passing background
Duration: 6 months with possible extensions

DUTIES
- Hiring engineers, architects, and professional services consultants.
- Hiring general and specialty contractors utilizing the Design-Bid-Build, Job Order Contract, Construction Manager at Risk, or Design-Build delivery method.
- Special projects not under the City's Capital Improvement Program.
- Prepare call for bids and bid documents to advertise Design-Bid-Build
- Prepare PowerPoint presentations
- Schedule and hold pre-submittal and pre-bid meetings with consultants, contractors, or staff
- Respond to consultant or contractor questions during advertisement
- Schedule and facilitate evaluation panel meeting with staff
- Schedule and facilitate project interviews with consultants, contractors, and staff
- Negotiate contract rates
- Review and provide feedback on fee proposal submittals
- Issue notices to proceed
- Review bids for responsiveness
- Collaborate with the Equal Opportunity Department as needed
- Prepare and execute contracts

REQUIREMENTS
- Minimum of three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
- Bachelor's degree in public or business administration or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- Knowledge of Design and Construction and/or Arizona Revised Statutes Title 34 procurement experience preferred.
- Knowledge of Federal, State and Local Procurement Regulations.
- Background check required
