JOB SUMMARY:

The coordinator is responsible for monitoring and supporting adherence to federal and state special education regulations, including the Individuals with Disabilities Education Act (IDEA) and West Virginia Policy 2419. This position oversees the identification, documentation, and correction of noncompliance issues within local education agencies (LEAs), ensuring timely and effective follow-up throughout the corrective action process. The coordinator provides ongoing technical assistance and guidance to LEAs to promote compliance and improve practices related to special education services and supports statewide initiatives, working to enhance the quality and consistency of instructional practices to positively impact outcomes for students with disabilities statewide.

DUTIES AND RESPONSIBILITIES:

  • Coordinates and implements a monitoring system, one component of the general supervision federal requirement, to evaluate the compliance and results of West Virginia local educational agencies' (LEAs) delivery of special education services.

  • Develops comprehensive reports, maintains communication with LEAs, tracks correction of noncompliance within specified timelines, reviews, approves and monitors corrective action plans and policy waiver requests, and conducts follow-up verification activities to impact growth in academics and social learning related to the special education subgroup.

  • Maintains a strong understanding of state and federal special education law and regulations and current instructional practices.

  • Works collaboratively with internal teams, parents, LEAs, and other agencies to handle concerns and complaints related to special education issues and maintain a system to track and identify frequently occurring or systemic issues.

  • Assists in the collection and analysis of data required to support federal and state reporting and accountability plans.

  • Performs tasks which contribute to the successful completion of WVDE initiatives, responsibilities and priorities, including but not limited to development of policy, procedures, conferences, training efforts, and participation in any necessary general supervision responsibilities upon request.

  • Collaborates with other WVDE offices and outside agencies to develop innovative ways to support LEAs in accessing resources, redesigning programs, procedures and schedules, and improving the delivery of Specially Designed Instruction to improve outcomes for students with disabilities.

  • Demonstrates effective facilitation and presentation skills with adult audiences.

  • Manages multiple priorities and produces high-quality work products to ensure the delivery of a free appropriate public education in the least restrictive environment for students with disabilities within the state.

  • Must be willing to travel to assigned LEAs and out of state as necessary for monitoring and other professional learning and/or special projects.

  • Performs other assignments as deemed appropriate and necessary by supervisory staff, the State Board of Education, Associate/Assistant Superintendent, and the State Superintendent of Schools.

EDUCATION AND EXPERIENCE:

  • Minimum of a bachelor's degree (master's degree preferred) in special education or a related field with professional experience, specific to the field of special education.

  • Knowledge of and experience in current trends in education and special education as related to improved results for students with exceptionalities.

  • Demonstrated knowledge and experience in (a) child identification, evaluation, and individualized education program (IEP) development in accordance with current federal and state regulations, (b) the interrelationships among special and general education programs and practices in the public schools, charter schools, treatment facilities and/or related agencies, (c) service delivery models and/or (d) special education law.

  • Demonstrated background that indicates superior interpersonal skills with professional personnel, parents, students with disabilities and other populations.

  • The ability to understand and analyze data from a variety of tools as it relates to special education.

  • The ability to arrange and/or retrieve and synthesize data, knowledge, and ideas related to formulating recommendations.

  • Experience in the implementation of federal, state, and local laws/policies that apply to the education of students with exceptionalities.

  • Demonstrated expertise/experience in use of Microsoft Word, spreadsheets, databases, presentation software and telecommunications.

PHYSICAL REQUIREMENTS:

This position is classified as sedentary work, involving prolonged sitting (6-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions.   • The staff member understands that travel throughout WV and out of state (including air travel) may be required on an occasional or frequent basis depending on the needs of the Department.

  • The staff member understands this is a full-time, on-site position based in Charleston, WV. Remote work options are not available for this position.

  • The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).

EMPLOYMENT RELATIONSHIP:

Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.

The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
