Description

Under the direction of the Manager, Online Learning, the Coordinator, Online Quality supports the college's mission to deliver high-quality, student-centered online learning by leading key components of the quality of online instruction processes, Regular and Substantive Interaction (RSI) initiatives, and continuous improvement in online course design and delivery. This role collaborates with faculty, deans, instructional designers, and the Online Learning team to ensure the college maintains high levels of instructional quality and works to strengthen the college's online learning ecosystem as well as maintains accreditation standards. The coordinator provides data-informed guidance, leads and monitors quality reviews, monitors compliance (change and adherence) across online and partially online courses, and serves as a subject-matter expert in online learning standards, instructional and regulatory requirements.

Work is within a cross-functional, diverse, challenging, and high-volume environment that requires multitasking skills, the ability to meet deadlines and deal with difficult situations. Operates with strong professional judgment, accuracy, and decision making with minimal supervision. Daily responsibilities are completed independently using established policies and general objectives with interaction with supervisor limited to problems or unusual conditions

Characteristic Duties and Responsibilities

Online Course Quality Review and Compliance

  • Communicates, interprets, and enforces the college's 21st-Century Classroom Quality Review process, compliance with state authorization, reciprocity, and disclosure requirements, digital accessibility, and academic attendance in distance education programs.
  • Conducts comprehensive course readiness and quality checks prior to the start of academic terms, managing faculty notifications and required revisions.
  • Maintains accurate documentation, dashboards, and status reports for faculty, program deans, and online learning leadership.
  • Monitors ongoing quality improvement cycles and ensures timely resolution of identified issues to maintain instructional excellence.

Regular and Substantive Interaction (RSI) Accountability and Accreditation Support

  • Monitors online courses for adherence to Regular and Substantive Interaction requirements as defined by the U.S. Department of Education and institutional policy.
  • Reviews LMS activity reports, RSI documentation, and instructor engagement patterns to identify compliance gaps.
  • Communicates findings to faculty and deans and supports the development and tracking of corrective action plans.
  • Collaborates with Online Learning Management and Institutional Compliance teams to support audits, program reviews, and accreditation activities.

Faculty Support, Coaching, and Professional Development

  • Provides targeted guidance and individualized faculty support focused on interpreting quality review feedback and addressing instructional compliance gaps, including RSI and course accessibility standards.
  • Designs and facilitates micro-learning opportunities and workshops leveraging Blackboard analytics to support instructional quality and compliance.
  • Collaborates with instructional design, tutoring services, media services, the Center for Teaching Excellence, and library partners to support faculty success and student learning outcomes.

Learning Management System (LMS), Data Analysis, and Technology Integration

  • Demonstrates advanced working knowledge of Blackboard, including course development, content management, gradebook functions, analytics, accessibility, communication tools, and performance monitoring.
  • Uses LMS analytics, SIS data, and Illuminate reports to identify systemic quality and compliance trends.
  • Uses and distributes custom data-driven dashboards to senior leadership and program deans, providing insight into overall instructional health and compliance status.
  • Partners with IT and Online Learning teams to support system updates, best practices, and troubleshooting related to quality assurance.

Continuous Improvement and Process Management

  • Participates in institutional committees and workgroups related to online learning quality, instructional innovation, and student success, such as AI initiatives, faculty professional development, and academic support alignment.
  • Maintains documentation of quality assurance processes, policies, and annual outcomes.
  • Contributes to strategic initiatives that promote continuous improvement, equity, student success, and high-quality online instruction across the institution.

Collaborative Teamwork

  • Establishes, maintains, and enhances positive work relationships with students, staff, faculty, and administrators.

Qualifications

Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.

Minimum Required Education & Experience:

  • Bachelor's degree or higher in education, instructional design, educational technology, higher education administration, adult learning, learning technologies, or a closely related field; and
  • At least three (3) years of progressive experience* in learning management systems.
  • Progressive experience as a System Administrator in a Learning Management System (i.e. evaluating courses, utilizing tools, assessments reporting) such as Blackboard, Blackboard Ultra (preferred) or similar system. Experience with governance over online learning compliance (Creating or influencing SOP review process) along with quality and/or course evaluation work.

Preferred Education & Experience:

Master's degree in education, instructional design, educational technology, higher education administration, adult learning, learning technologies, or a related field and at least five (5) years of progressive experience in learning management systems.

Supplemental Information

Start Date: This position supports the Online Learning Division and is available to start as soon as possible.

Hours: This position is a full-time, exempt, 40 hours per week position and work hours are typically from 8am - 5pm, Monday - Friday. May need to flex to early evening hours to accommodate departmental needs. Position is 100% in person/on site position located at our Milwaukee Downtown Campus. All work must be performed in the state of Wisconsin, work outside of Wisconsin is strictly prohibited.

Compensation: Salary pay rates are listed up to the midpoint of the range and placement is determined based on years of experience, internal salary equity, and a review of the applicants employment and educational background as listed on the job application.

Health Insurance

  • MATC offers a choice between two medical insurance plans. See below for plan types:
  • Low Deductible PPO
  • High Deductible PPO

Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll. MATC contributes a generous percentage towards medical insurance premium. Both medical plans include prescription drug coverage at no additional cost to employees. Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan. Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions.

Dental Insurance

  • MATC offers a group dental plan through Delta Dental.
  • Upon selection, the dental insurance plan coverage begins the first of the month following start date.
  • Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.

Vision Insurance

  • MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
  • Plan covers eye exam, frames, lenses and contact lenses.

Group Life Insurance

  • MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee's annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death.
  • Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase.

Long-Term Disability

  • MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings.

Flexible Spending Accounts

  • MATC offers two types of Flexible Spending Accounts (FSA):
  • Health Care FSA
  • Dependent Care FSA

This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount.

Retirement Savings

  • Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)'s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.9%), and the employee pays the full part of the employee contribution of 6.9% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employees behalf. Contribution rates are subject to change annually as set by the State.
  • In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis.

Sick Leave

  • MATC offers employees a generous sick leave plan per year.
  • Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave.

Vacation

  • MATC offers a vacation policy to employees for the purpose of rest and relaxation.
  • Vacation is earned at a generous rate each year of employment. (Not available for Instructors)

Paid & Flexible (Floating) Holidays

  • MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions.
  • MATC provides two flexible (floating) holidays per employee per year. (Not available for Instructors).

Tuition Benefits:

  • Employees are eligible for tuition reimbursement and waiver after completing probationary period.
  • Amount allowed per fiscal year is 18 credits at MATC or $1,400 at other accredited institutions.
