West Lancashire Borough Council is looking for an ambitious and experienced Corporate Project Manager to lead the delivery of high-profile corporate projects that will help shape the future of the borough.

 

This is a rare opportunity to work at the heart of a forward-looking organisation during a significant period of transformation and strategic change. Reporting directly to the Director of Housing and Environment, you will lead complex corporate projects that support the Council's priorities, organisational improvement ambitions and long-term service transformation agenda.

 

You will provide strategic project leadership, professional expertise and assurance across a varied portfolio of work, ensuring projects are delivered effectively, risks are managed proactively and benefits are fully realised.

 

About the role

As Corporate Project Manager, you will:

  • Lead the planning and delivery of complex, multi-strand corporate projects aligned to Council priorities
  • Provide strategic advice and challenge to senior leaders on project scope, feasibility and delivery options
  • Support robust governance arrangements through high-quality reporting to Executive and Corporate Management Teams and Members
  • Lead stakeholder engagement across the organisation and with external partners, suppliers and elected Members
  • Oversee project risks, interdependencies, budgets and benefits realisation frameworks
  • Drive organisational change and continuous improvement through effective project management methodologies

 

This role will work closely with the Executive Management Team and key partners, including Tawd Valley Developments, helping to ensure that major projects are delivered successfully and aligned to the Council's wider corporate objectives.

 

What we're looking for:

We are seeking a highly organised and politically astute project professional who can confidently lead complex programmes within a public sector environment.

You will bring:

  • Significant experience delivering large-scale projects, transformation programmes or organisational change initiatives
  • Strong programme and project management expertise, ideally supported by qualifications such as PRINCE2, MSP or APM
  • Experience operating within local government or the wider public sector
  • Excellent communication, influencing and relationship management skills
  • Strong financial and commercial awareness with experience managing significant budgets
  • The ability to manage competing priorities and deliver outcomes in a complex and fast-moving environment

 

Most importantly, you will be someone who is motivated by public service and passionate about delivering projects that make a genuine difference to local communities.
