Job Description

Basic Purpose:

Positions within this job family are responsible for serving as administrators of health care units at correctional institutes or facilities.

Typical Functions:

  • Administers an institution, community correction, or work camp health care delivery program; ensures compliance with departmental policy and procedures; supervises and directs the activities of employees in the medial unit which includes, but is not limited to, doctors, pharmacists, physician assistants, nurse practitioners, registered nurses, licensed practical nurses, emergency medical technicians and medical records technicians.
  • Recruits, orientates and trains health service employees; evaluates and counsels personnel; determines assignments and working schedules for staff; develops policies and guidelines for office management and program operation.
  • Coordinates the delivery of all levels of health care to inmates; serves as liaison between health services, security and central office; responsible for the detection, control and management of infectious diseases; responsible for all correspondence directed to health services; assures that correspondence, health records, reports and other records conform to prescribed standards; ensures that all required reports are submitted.
  • Initiates, plans and directs comprehensive studies of major health problems affecting inmates and initiates recommendations and actions for meeting these problems; cooperates with public and private agencies in the delivery of health care to inmates.
  • Advises and recommends to the Medical Services Administrator, Warden and Staff Physician changes on policies, practices and security requirements relating to the health services area.
  • Manages the budget and coordinates the purchasing of supplies and equipment for the clinic; arranges equipment repairs; processes and forwards all hospital and physician charges incurred from outside sources.
  • Oversees compliance with American Correctional Association (ACA) standards; maintains required documentation for ACA accreditation.
  • Reviews inmate's medical conditions; coordinates inmate moves; reviews medical records.
  • Conducts sanitation inspections of living areas, food service areas and health clinic.
  • Assists in institutional investigations as requested.

Level Descriptor:

At this level incumbents serve as administrators of a health care unit which service an average inmate population of over 1,400 or directs a health care facility or medical unit that provides acute infirmary services within a correctional institution or facility.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of the principles and practices of public health administration; of supervisory practices and principles; of budget preparation and planning; of primary health care programs; of personnel practices; of management techniques and practices; of the control and prevention of major health problems; of standard medical practices; and of current literature on communicable disease control and epidemiology.

Ability is required to administer established principles and practices of health care; to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships.

Education and Experience:

Education and Experience requirements at this level consist of a bachelor's degree and five (5) years of general administration or professional health care experience; OR an equivalent combination of education and experience.

Special Requirements:

Preference may be given to applicants with five (5) years of experience in professional health care administration.

Preference may be given to applicants with one (1) year of supervisory experience.

Applicants must be willing and able to perform all job-related travel normally associated with this position.
