CLASSIFICATION: Personnel System - Requires satisfactory completion of a twelve-month probationary period.

PAY GRADE: CR03

SAFETY SENSITIVE: Yes - Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance

Purpose of Job

The purpose of this job is to manage the day-to-day operations of Athens-Clarke County Correctional Institution. Duties and responsibilities include, but are not limited to, supervising, responding to routine and emergency situations, providing training, preparing administrative paperwork, and performing additional tasks as assigned.

Job Related Requirements

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Emergency Position

This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor Degree from an accredited college or university, by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) with three years of Law Enforcement experience required. Two years of which must have been obtained at the rank of Sergeant with the Athens-Clarke County Corrections Department or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Two years of supervisory experience is required.

Must have P.O.S.T. Certification in Corrections and be in good standing.

Must possess a valid drivers license.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff; handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.

Provides for the safe, legal and humane custody and care of inmates; provides for the safety of facility personnel.

Provides training for all assigned staff and new hires and serves as the Field Training Officer (FTO).

Disciplinary Hearing Officer- This position has attended additional training to adjudicate administrative Disciplinary Court. This is an administrative court held at ACC Corrections when inmates violate GDC/ACC rules and regulations.

Duty Officer- Is required to be on call and make institutional inspections every other weekend/ holiday to insure that the organization is operating within the guidelines of GDC.

Classification Member- As part of the classification committee determines the security, threat risk and skill level before working an inmate in the Athens-Clarke County community.

Maintains work schedules for all assigned staff.

Inspects critical documentation daily; conducts daily inspections of all posts.

Oversees the communication between staff and medical personnel as it pertains to the health and welfare of inmates.

Oversees the intake of all inmates who provide labor for Athens-Clarke County Corrections / Diversion Center.

Responds to the questions and concerns of civilians and city workers.

Communicates with staff, inmates, and civilians in the event of a death or serious illness.

Responds to any prison escape as directed by the Warden.

Maintains inmate records, including records of medical appointments, prescriptions, bunk assignments, disciplinary action, clothing, and visitation.

Ensures that security reports are filled out within the established time frame and in accordance with department policy; reviews all security reports for accuracy and clarity on a daily basis; prepares written summaries of security reports weekly.

Completes new officer assessment for assigned staff.

Coordinates day to day prisoner activities and prisoner headcount procedures.

Ensures that correctional staff performs accurate counts of prisoners; authorizes emergency counts; ensures that the master count sheets, log book, move slips, and sign-in and sign-out sheets are appropriately maintained.

Ensures the tool and key inventories, including issuing and maintaining logs of keys and tools are done quarterly.

Oversees the day to day inventory and use of firearms and restraint equipment.

Ensures that all correctional staff is certified annually for weapons qualifications.

Oversees searches for contraband and the preparation of security reports concerning confiscated items.

Inventories orders and supplies such as inmate clothing, toiletries, and cleaning supplies.

Administers and maintains logs of drug and alcohol screen results.

Directs correctional staff in the transfer of offenders from one prison to another.

Conducts emergency drills; develops emergency plans for the prison / Diversion Center.

Makes arrangement for transportation for appointments with nurses and outside doctors for inmates.

Addresses inmates regarding personal matters, disciplinary problems, and work assignments.

Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles, practices and procedures of the Clarke County Government and the operations and functions of the Corrections Department.

Knowledge of Georgia Department of Corrections guidelines and federal, state, and local laws related to the incarceration of persons.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of the criminal justice system.

Knowledge of Federal Standard 28 C.F.R. Part 115: Prison Rape Elimination Act and mandated requirements as a first responder or other related assignment.

Knowledge of Georgia Department of Corrections filing regulations.

Knowledge of modern office, purchasing, and inventory procedures.

Skill in management and supervision, written and oral communication and the use of self-defense techniques and equipment.

Ability to develop and administer policies, procedures, plans, goals and activities and to monitor performance of subordinates against measured established goals.

Ability to effectively communicate, maintain confidential information and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Athens-Clarke County Government as they relate to the Corrections Department.

Ability to assemble information and make written reports and documents in a concise, clear and effective manner.

Ability to use independent judgment and discretion in managing subordinates and residents including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Ability to perform mathematical calculations.

Ability to read, understand and interpret personnel and financial reports and related materials.

Ability to operate a computer, including word processing and other software programs.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including typewriter, adding machine, copier, camera, revolver and hand guns. Must be able to use body members to work, move or carry objects or materials. This position requires: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, bending, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work.

DATA CONCEPTION: Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes giving / receiving assignments and/or directions.

LANGUAGE ABILITY: Requires ability to read a variety of reports, time sheets, contracts, inventories and informational documentation, directions, instructions, and methods and procedures. Requires the ability to prepare reports, charts and correspondence using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, and confidence.

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including legal, counseling, accounting and personnel terminologies.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize determine percentages and interpret graphs.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with various tools and meters.

MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using a variety of machinery and equipment including typewriter, adding machine, copier, welder, die punches, camera, revolver and hand guns. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as typewriter, adding machine, copier, welder, die punches, camera, revolver and hand guns. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR/VISUAL DISCRIMINATION: Position requires binocular vision with good depth perception and peripheral vision, motion detection, high acuity, and light adaptation, as well as the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone, two-way radio.
