The Office of the Deputy Secretary - Comprehensive Case Management Unit is searching for a dynamic and professional Correctional Records Supervisor to join the Law Enforcement Notification / End of Sentence Review (LEN-ESR) Program.

As the Correctional Records Supervisor, you would be an essential addition to the Law Enforcement Notification / End of Sentence Review (LEN-ESR) Program and to the Department. This is the perfect opportunity to utilize your strong organizational and collaborating skills as you communicate with diverse stakeholders, build and maintain professional relationships, while interacting with DOC staff, criminal justice partners, victims, citizens, etc.

The Correctional Records Supervisor position is responsible for providing essential support, maintain specialized knowledge regarding requests for dissemination of records/information, while serving as the Public Disclosure coordinator for the unit.

Duties

As a Correctional Records Supervisor, some of your duties will include:

  • Manages the Records Unit within the Law Enforcement Notification / End of Sentence Review Program:

  • Supervises three Correctional Records Technicians, to include hiring, training, assigning, and auditing tasks/assignments. Trains staff on use of offender database systems; application of Public Disclosure laws (RCW 42.17), Criminal History Record Information laws (RCW 10.97), and implementation/revision of operational responsibilities resulting from changes in law, court decisions, administrative regulations, and departmental policy. Monitors ESRC referral status; accurate and timely ESR file set-up, assignment, organization, updating and archiving; scanning and conversion of hard copy data to PDF, and the OnBase Imaging System; and redaction/dissemination of ESR materials.

  • Evaluate employee performance and prepare performance appraisals.

  • Resolve staff issues, recognize employees, and counsel employees in work-related activities and career development.

  • Supports the ESRC by investigating, requesting, and compiling necessary documentation for committee review and DOC law enforcement notification per RCW 72.09.345 and RCW 4.24.550.

  • Provide effective communication and thorough and timely request processing:

  • Serves as the liaison between the Law Enforcement Notification programs and DOC field, institution, public disclosure, and records staff, as well as law enforcement agencies and the Washington State Records Center.

  • Utilizes technical expertise to interpret and explain applicable laws, rules, regulations, policies and procedures; monitors program activities for compliance with, and maintains knowledge of, current directives, policies, field instructions, WACs and RCWs.

  • Communicates and collaborates with staff and outside agencies at all levels on a daily basis concerning interpretation of and/or compliance with departmental policies and procedures, division directives, and state/federal statutes that pertain to sex/violent offenders and the statewide End of Sentence Review and Law Enforcement Notification programs.

  • Independently determines eligibility and requests referrals for ESRC assessment and serves as primary contact for OMNI registration screen updates. Consults with programmers and provides assistance in developing, testing, and implementing agencywide offender tracking systems. Testifies in court as expert witness regarding the validity of offender records and identity.

  • Public disclosure coordination for the End of Sentence Review and Law Enforcement Notification programs:

  • Responds to public disclosure, discovery, and law enforcement dissemination requests for End of Sentence Review Committee and Law Enforcement Notification program file material while maintaining confidentiality of victims, witnesses, and offenders.

  • Coordinates redaction of End of Sentence Review program records per the Sinka Decision for Community Custody Board cases.

  • Assists the Communications Department with incoming requests pertaining to the Law Enforcement Notification and End of Sentence Review programs and/or sex/violent offender information.

  • Maintain electronic and physical files

  • Collaborates with the Agency Records Officer and establishes/maintains End of Sentence Review file retention schedule.

  • Manages hardcopy file retention per established schedule, utilizing GateKeeper system to transfer file material to the State Records Center for preservation and retention.

  • Reviews destruction notices from the State Records Center and responds appropriately in regard to all End of Sentence Review files.

  • Offender Watch Administrator for the department

  • Create Offender Watch accounts, reset passwords, train department staff, and support other state agencies in their use of Offender Watch.

  • Participate in Offender Watch quarterly meetings with other users to include WASPC, State Patrol, County Sheriff Offices, and city police departments.

  • Provides essential support to the Law Enforcement Notification / End of Sentence Review to other members of the management team

  • Maintains specialized knowledge and provides technical advice and information to internal and external agency staff regarding the Law Enforcement Notification / End of Sentence Review programs and the multi-agency End of Sentence Review Committee's operations, processes, policies, and statutes.

  • Assists with routine program matters, utilizing independent judgment and problem-solving skills to address Offender Release Plan investigation concerns.

  • Assists with ESRC and other program-related meetings.

  • Assists with the development and presentation of statewide informational trainings relative to the Law Enforcement Notification and End of Sentence Review programs and ESRC.

  • Analyzes and provides input in regard to program related polices, statutes, and WAC.

  • Other duties, as assigned.

  • Performs other duties as assigned and directed by the Law Enforcement/End of Sentence Review Program Administrator

Qualifications

High school diploma or equivalent;

NOTE: College-level course work in criminal justice, business administration, accounting, social science or a related field will substitute, year for year, for up to two (2) years of the required five (5) years of experience noted below.

Five (5) years of experience maintaining and processing adult offender records; treatment files; medical files; state hospital files; parole and field supervision files; confinement facility files; counselor/slough files; juvenile offender records and files; federal records and documents; confidential investigative records; CPS files; full prosecutor and clerk files; and law enforcement agency records/files;

  • Incarcerated records are defined as records containing certified copies of the original documents relating to the offenders crime and sentence.

Working knowledge of the End of Sentence Review process as well RCW 71.09, 72.09.345 4.24.550, and 9A.44.130 and other applicable laws and ordinances;

Within 6 months of hire: Certification (Level 1) Washington State Patrol ACCESS;

In addition to the above, this position requires demonstrated competency in the following areas (competency may be gained through education, experience, or a combination thereof):

Community Relationships - Participates in the formation and maintenance of successful relationships with criminal justice partners and community resources.

Observation - Observes and strategizes personal action based on environmental conditions and human behavior.

Technology - Proficient use of personal computers and work-related programs and equipment, including but not limited to Microsoft Office programs, OMNI, OBTS, Gatekeeper, OnBase (and other Imaging systems, Adobe, SharePoint, and scanners.

Stress Tolerance - Remains calm and rational while handling difficult situations to include, but not limited to, volatile, threatening, or other crisis/emergency situations. Expertly intervenes in response to threats.

Professional Standards - Knows and applies relevant law, policy, procedure, and practice. Adheres to productivity standards and timelines established by law and policy. Identifies own training needs and proactively seeks training opportunities.

Adaptability - Incorporates new information into an existing framework of understanding. Accepts change and supports the Agency through changes in law, policy, and procedure

Other - Demonstrated ability to read, discuss, and process very detailed and graphic information (violent/sexually motivated offenses and/or homicide) daily.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
