Summary of Duties

The Office of Developmental Disabilities Services (ODDS) provides opportunities to link services for Oregonians who have intellectual and/or developmental disabilities. As part of its function ODDS oversees an array of services including but not limited to residential, in-home, employment, family support, crisis, and case management delivered through a state field structure or agreements with county governments or subcontracted agencies.

ODDS is responsible for the development and administration of programs that support children and adults with intellectual or other developmental disabilities to remain in their own home or community.

The ODDS Compliance and Regulatory unit is responsible for determining and promoting standards of care in community-based settings for individuals with I/DD. This unit is responsible for maintaining and improving quality of care, safety, and health outcomes for individuals in services. Licensing oversees functions such as complaint investigations, licensing reviews, certification, endorsement and licensing of service providers for ODDS. Complaint investigations are primarily due to reports of significant health and safety concerns.

The Corrective Action Team is responsible for developing and maintaining metrics that demonstrate provider compliance to Oregon Administrative Rules (OARs). This team identifies improvement opportunities for providers and services and monitors trends related to health and safety for those in services. This team collaborates with other licensing teams, ODDS units and case management entities (CMEs) throughout the state. The Corrective Action Team is responsible for all corrective actions taken when providers are not compliant with OARs and/or a licensing review demonstrates a need to take protractive actions for an individual in services.

As a Compliance Specialist 3, you will work independently and with a small team in a fast-paced work environment. You will be:

  • Playing a key role in supporting the state's regulatory oversight of agencies that provide services to individuals with intellectual and developmental disabilities. These agencies may be either contracted with or licensed by the Office of Developmental Disabilities Services (ODDS).

  • Responsible for reviewing protective service investigation reports, complaint investigations, and licensing reports to assess whether sanction activity is warranted.

  • Ensure compliance with Senate Bill 136 and federal regulations by identifying non-compliant entities and recommending appropriate corrective actions or sanctions.

  • Analyzing the relevance and adequacy of evidence presented in complaint reports to determine whether it meets the threshold for enforcement action.

  • Contributing to the decision-making process regarding the type and scope of corrective measures to be applied.
