Foster CM Group is seeking an experienced Cost Control Analyst to support capital improvement, renovation, infrastructure, and healthcare construction projects in Seattle, Washington.

The Cost Control Analyst will be responsible for monitoring project budgets, forecasting costs, tracking commitments and expenditures, analyzing financial performance, and supporting project teams with accurate and timely cost reporting. This role serves as a key member of the project controls team and works closely with project managers, construction managers, design consultants, contractors, and owner stakeholders to ensure financial accountability throughout the project lifecycle.

Essential Responsibilities
  • Develop, maintain, and update project budgets for multiple capital construction projects.
  • Track project commitments, expenditures, encumbrances, and forecasted costs.
  • Monitor project financial performance and identify budget variances, trends, and risks.
  • Prepare monthly cost reports, cash flow forecasts, and executive-level budget summaries.
  • Review contractor pay applications, invoices, change orders, and cost proposals for accuracy and compliance.
  • Assist in evaluating potential cost impacts resulting from scope changes and design modifications.
  • Support development and maintenance of Estimate at Completion (EAC) forecasts.
  • Coordinate with project managers to monitor contingency utilization and budget adjustments.
  • Maintain detailed cost control logs, change management records, and financial tracking tools.
  • Participate in project meetings and provide cost status updates to project stakeholders.
  • Assist with capital planning efforts, budget development, and financial reporting requirements.
  • Support project audits and documentation reviews as required.
  • Ensure compliance with owner procedures, reporting requirements, and project controls standards.
Minimum Qualifications
  • Bachelor's degree in Construction Management, Engineering, Finance, Accounting, Business Administration, or related field.
  • Minimum 5 years of experience in construction cost control, project controls, cost engineering, or financial management of capital projects.
  • Experience supporting healthcare, hospital, institutional, aviation, transportation, or large public-sector construction projects.
  • Strong understanding of construction budgeting, forecasting, cost tracking, and change management processes.
  • Advanced proficiency with Microsoft Excel, including pivot tables, financial modeling, and reporting tools.
  • Experience reviewing contractor payment applications and change orders.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication abilities.
Preferred Qualifications
  • Healthcare construction experience in occupied hospital environments.
  • Experience supporting projects exceeding $25 million in construction value.
  • Familiarity with project management and cost control platforms such as Procore, Kahua, e-Builder, Primavera P6, Oracle Unifier, or similar systems.
  • Knowledge of earned value management (EVM) principles.
  • Certified Cost Professional (CCP) certification through AACE International.
  • Experience working within public-sector or healthcare capital programs.

Work Environment:

While performing the duties of this job, the employee is regularly exposed to moving machinery & mechanical parts, uneven ground, exposure to dust, gas or fumes, exposure to loud noise, and outside weather conditions.
Physical Requirements:
  • The physical requirements must be met by an employee to successfully perform the essential functions of this job. Intermittent unassisted sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, stooping, crawling, pushing and lifting is required. Must be able to walk and/or stand for prolonged periods of time for at least eight hours per day. The employee must frequently lift and/or move light equipment up to 50 pounds without assistance. Must be alert to equipment in the field, occasional need to work near hazardous equipment and machinery, ability to walk on uneven ground while physically maneuvering construction sites, ability to work in extreme temperatures or humidity, and potentially work at heights.
Other Requirements:
  • Possession of a valid state of residence driver's license with a clean driving record.
  • Daily travel to and from construction sites, generally within 100 miles from the home office is expected. Short term, out of town, assignments may be required. Long term, out of town, assignments may be required, with advance notice of planned dates.
  • May be required to work protracted and irregular hours to meet client's needs, including nights, overtime and weekends.
