The Opportunity
As a Cost Estimator with E-Logic, you will be the go-to expert for independent construction cost estimating on planning, design, renovation, and construction projects at NSA Naples, Italy, with frequent travel to NSA Bahrain. Your work will directly influence how the Navy plans, funds, and executes facility upgrades and new construction across an active operational environment.
This role is ideal for an experienced construction cost professional who wants to own complex estimates, apply DoD and NAVFAC standards, and be embedded with government project teams from concept through execution, including work in challenging, austere environments where your expertise has immediate, visible impact.
What You'll Do
- Develop, review, reconcile, and refine detailed cost estimates for new construction, renovation, repair, and facility improvement projects using DoD and NAVFAC cost principles.
- Prepare Independent Government Estimates (IGEs), planning estimates, quantity take-offs, and Rough Order of Magnitude (ROM) estimates that stand up to technical and audit scrutiny.
- Analyze contractor cost proposals, compare them against your independent estimates, and advise government stakeholders on cost reasonableness and technical supportability.
- Support contract modifications and change orders by preparing, reviewing, and validating construction cost estimates throughout the project lifecycle.
- Review drawings, specifications, and other design documents to identify cost drivers, scope gaps, and risks, and communicate those clearly to Project Managers and government decision-makers.
What Success Looks Like
- Within the first 6–12 months, you are the trusted cost advisor for multiple concurrent projects at NSA Naples and NSA Bahrain, with your estimates regularly used to set budgets and negotiate contracts.
- IGEs, ROMs, and quantity take-offs are consistently delivered on time, aligned with DoD, DON, and NAVFAC policies, and require minimal revisions.
- Contractor proposals and change orders are thoroughly analyzed, with your recommendations helping the government secure fair, reasonable, and well-documented pricing outcomes.
- Project teams and stakeholders actively seek your input early in planning and design, recognizing your ability to translate technical scope and field conditions into accurate, defendable costs.
What We're Looking For
- At least five (5) years of professional construction cost estimating experience, including new construction and renovation projects.
- Thorough knowledge of construction cost estimating principles, methodologies, and industry standards, with hands-on experience preparing IGEs, quantity take-offs, and conceptual estimates.
- Experience with DoD, Department of the Navy (DON), and NAVFAC cost estimating policies, procedures, and criteria, and proficiency with tools such as Microsoft Office, Autodesk software, MII/MCAES, RSMeans, and PACES (or equivalent).
- Strong analytical, mathematical, and communication skills, U.S. citizenship, and a valid driver's license, with the ability and willingness to travel frequently to NSA Bahrain and work in austere, physically demanding environments when required.
