Cost Estimator

The Cost Estimator serves as the technical and financial backbone of the company’s growth project portfolio, responsible for shaping project cost estimates by aligning the Project Management standard with the relevant AACE Recommended Practices.

JOB RESPONSIBILITIES:

Cost Engineering & Estimating

•      Serve as the estimating lead on the growth project team, working closely with internal and external stakeholders to ensure every requirement and specification is captured at each project stage.

•      Apply AACE 97R-18 and other applicable industry practices to guide estimates through each stage of the project lifecycle.

•      Guide the team's data analysis to close out any gaps in project costs.

•      Provide estimating support to Tender Boards (TB1, TB2, and TB3).

•      Apply risk graph techniques and AACE-aligned risk drivers to set financial contingency, weighing the cost of safety layers against the probability of a hazardous event.

Technical & Safety Integration

•      Translate mandatory safety requirements into accurate cost figures using Safety Life Cycle Quantification methods.

•      Stay current on codes and standards governing both mechanical tank infrastructure and complex process safety systems.

•      Confirm that all technical estimates comply with applicable industry codes and Vopak Global Standards.

•      Take part in 3D-model, HAZOP, and maintainability reviews (FMECA) to make sure safe and efficient maintainability is reflected in project pricing.

•      Perform additional duties as assigned.

REQUIREMENTS:

•      Bachelor's degree in Engineering (Mechanical, Chemical, or Civil).

•      5-10 years of experience in industrial estimating, construction management, or project management, with a focus on tank terminals.

•      Experience with Brownfield and/or Greenfield tank terminal and/or petrochemical infrastructure projects.

•      Project background spanning Growth and Sustaining Capex projects, debottlenecking, Turnaround (TAR) projects, and in-situ upgrades.

•      Expert-level command of AACE International Recommended Practices, including 97R-18 and 105-90.

•      Skilled at translating LOPA and SIS architecture into cost models.

•      Proficient with the MS Office Suite, Google tools, and relevant modeling software.

•      Must hold, or be able to obtain, a TWIC card.

•      Strong communication skills, with fluency in English.

•      A high degree of safety awareness.
