POSITION SUMMARY:

COTA's Assistant Manager, Facilities performs professional and supervisory leadership in the management of COTA's Operations Facilities, including Transit Centers, Park-N-Rides, and Bus Stops. Under the leadership of the Manager, provides additional oversight to Facilities operational systems, external vendor performance, and assigned Facilities Management functions. Manages Facility Union staff and coordinates Facilities Operations with internal COTA stakeholders.

Performs duties that advance COTA's Strategic Plan and reflect the organization's core values of safety, empowerment, accountability, teamwork, and service, and support the mission of Moving Every Life Forward.

ESSENTIAL JOB FUNCTIONS

  • Ensures all grant‑funded non‑revenue equipment is maintained in accordance with Federal Transit Administration regulations and warranty requirements.
  • Ensures 24‑hour on‑call coverage for COTA facilities and properties during emergencies, including water or gas leaks, snow removal, and EPA‑related incidents.
  • Assists in developing, maintaining, and analyzing COTA's Preventative Maintenance systems to meet or exceed OEM standards.
  • Assists in overseeing preventative and scheduled maintenance of heavy‑duty shop equipment (lifts, cranes, exhaust systems, bus washes) to ensure mechanic safety and fleet availability.
  • Tracks Facilities labor and maintenance activities using asset‑management technology and monitors regular inspections for all equipment at the assigned facility.
  • Assists the Manager in ensuring a clean, safe, and comfortable work environment for the public, administrative staff, and represented employees; develops preventative maintenance programs and budgets, and maintains schedules and logs for all COTA facilities and equipment.
  • Coordinates third‑party vendors for specialized repairs such as HVAC, fire suppression, structural work, and janitorial services, ensuring all work meets code and contract specifications and complies with local, state, and federal building, environmental, and fire regulations.
  • Monitors open purchase orders for subcontractors, capital projects, and test products, and oversees the work of all on‑site contractor personnel.
  • Assists the Manager with requisitions for materials and equipment required for building and grounds‑related tasks.
  • Maintains inventory of parts and supplies for routine and preventative maintenance and cleaning.
  • Manages parts and supply inventories, approves maintenance invoices, and assists in drafting operating budgets; supports scheduling, training, and performance management of facility staff.
  • Maintains positive labor relations through effective counseling and fair disciplinary practices; promotes productivity and high employee morale through clear and effective communication.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

  • Requires an Associate's Degree in mechanical or electrical engineering and Two (2) years of experience in construction management, maintenance or related field. An equivalent combination of education and experience in business or public administration will also be considered.
  • Experience with Compress Natural Gas (CNG) fueling and HVAC equipment or relevant training/certifications required.

LICENSES & CERTIFICATIONS:

  • Life safety equipment certifications preferred.
  • Electrical education certification in commercial buildings preferred,
  • Building Automation Systems (BAS) certification preferred.
