We are looking for an County Administration Contract Manager to join our Partner Relations and Administration Division of the Policy, Communications and Administration Office (PCA)!
The Partner Relations and Administration Division serves as the Departments primary liaison to counties, and community partners, providing leadership, oversight, and subject matter expertise in county administration, regulatory compliance, fiscal management, communications, and partner engagement for Medicaid, Child Health Plan Plus (CHP+), and other state health programs. The Division oversees county administrative funding, contracts, grants, regulatory compliance, and performance monitoring while ensuring counties meet state and federal requirements through policy development, technical assistance, site reviews, audits, and quality improvement initiatives. By fostering strong partnerships, providing strategic recommendations to Department leadership, and coordinating across state and local agencies, the Division supports consistent, effective local administration of Medical Assistance programs and promotes accountability, operational excellence, and improved service delivery for Colorado communities.
Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.
Description of Job
Position Summary
This position serves as the Departments lead program administrator and primary program expert for the Member Case Integrity program and related county administration contracts supporting Medical Assistance programs, the Supplemental Nutrition Assistance Program (SNAP), Adult and Family Cash Assistance Programs, the Colorado Child Care Assistance Program (CCCAP), and other identified public assistance benefit programs. The position provides leadership in contract administration, program implementation, and ongoing operational oversight across these programs. It manages contractor performance and compliance, oversees contract amendments, coordinates cross-agency collaboration, and ensures adherence to Department policies, federal regulations, and program requirements. The position also leads project management activities, stakeholder engagement, communications, and policy analysis to support successful program implementation and continuous improvement. Additionally, it provides strategic consultation to leadership, develops recommendations based on stakeholder feedback, and prepares reports, fiscal analyses, legislative responses, and other deliverables to support informed decision-making and effective program administration.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Seven (7) years of professional experience in government contract or grant administration, procurement, contract compliance, regulatory compliance, program administration, financial oversight, audit, or performance monitoring of government-funded programs.
Option 2:
Education and Experience:
A combination of related education in public health, business administration, finance, accounting, or a field of study related to the work assignment and/or relevant experience in administrative and operational support, or an occupation related to the work assigned equal to seven (7) years.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associate will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS
Previous relevant professional state experience.
Experience administering or overseeing government contracts, grants, or intergovernmental agreements, including procurement, contract monitoring, performance management, compliance, amendments, renewals, and closeout activities.
Experience ensuring compliance with federal and state statutes, regulations, grant requirements, procurement standards, and contract management policies, preferably in a public sector environment.
Knowledge of Medical Assistance (Medicaid), the Supplemental Nutrition Assistance Program (SNAP), Adult and Family Cash Assistance Programs, the Colorado Child Care Assistance Program (CCCAP), and other public assistance benefit programs, including their regulatory and operational requirements.
Experience interpreting and applying federal and state laws, regulations, contracts, administrative rules, and policy guidance related to public assistance or human services programs.
Experience managing compliance, performance monitoring, and quality assurance activities for government-funded programs, including identifying risks, implementing corrective actions, and ensuring accountability.
Experience administering federally or state-funded grant programs, including fiscal oversight, performance reporting, subrecipient monitoring, and compliance with grant requirements.
Experience analyzing program, operational, financial, or compliance data to identify trends, evaluate program effectiveness, and develop recommendations for continuous improvement.
Experience developing and implementing policies, procedures, operational guidance, or business processes that improve compliance, program integrity, and operational efficiency.
Demonstrated ability to build collaborative partnerships and effectively engage stakeholders, including state agencies, county governments, contractors, providers, advocacy organizations, and executive leadership.
Experience preparing executive briefings, legislative reports, fiscal analyses, compliance reports, and other written communications for leadership and external stakeholders.
Strong project management skills, including developing implementation plans, managing competing priorities, coordinating cross-functional teams, mitigating risks, and ensuring timely completion of deliverables.
Experience working within Colorado state government, county human services, Medicaid administration, or other public sector organizations administering federally or state-funded benefit programs is strongly preferred.
