Description

The Superior Court of California, County of San Mateo is seeking qualified candidates for the position of Court Finance Management Analyst II.

Under direction of the Court Director of Finance, the Court Finance Management Analyst II performs a wide variety of moderate-to-highly complex work in the areas of payroll administration, contract administration and analysis including review and compliance, grant administration, procurement, legal and legislative analysis, and statistical and quantitative analysis. Additionally, the Management Analyst prepares related recommendations, reports, and presentations in support of Court policy, operations, programs, and initiatives.

Examples Of Duties

Working in the Court's Finance Division, major responsibilities for this role include:

  • Administering the Courts biweekly payroll cycle and accountability for its deliverables, including timely processing and release, retirement and deferred compensation reporting, tax deposits and filings, benefit and voluntary deduction remittances, garnishment administration, leave accrual and position control records, and the payroll interface to the general ledger.
  • Developing, organizing, and distributing guidance for matters related to payroll, benefits, and leave, and implementing the payroll provisions of memoranda of understanding, Court policy, and applicable law.
  • Negotiating and administering service and procurement contracts that support the service and operational needs of the Court and confirming conformance with the Judicial Branch Contracting Manual and the Court's Local Contracting Manual.
  • Managing the Courts procurement process by conducting solicitations, maintaining vendor relationships, monitoring vendor performance, and ensuring all requirements of the contract are met.
  • Reviewing grant agreements to identify financial terms, allowable cost categories, match obligations, and reimbursement conditions, and communicating those terms to Finance and program staff so that reimbursable costs are properly tracked and recovered.
  • Providing support to Court staff and judicial officers.

Other duties include, but are not limited to:

  • Perform research and/or data gathering activities, analyze and interpret the collected data, and prepare periodic or special reports based on conclusions reached.
  • Conduct surveys and perform research and statistical analyses on administrative and operational problems and legal and legislative changes.
  • Compile and analyze data and make recommendations on the formulation of operating policies and procedures.
  • Confer and coordinate with other Court staff and judicial officers on a wide variety of administrative and procurement matters.
  • Provide training to others related to legal and legislative changes, compliance with contract laws, and Court payroll and procurement procedures.

This is a management-level position. Incumbents may supervise subordinate staff.

Qualifications

This is a Court Promotional Only recruitment. Only current Superior Court of California, County of San Mateo employees with at least six months (1040 hours) of continuous service in classified regular, probationary, or extra-help/limited term positions prior to the final filing date may apply.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

  • Education: Bachelors degree from an accredited college or university in accounting, finance, political science, business, or public administration or a related field;
  • Experience: Three years of technical level public or private sector experience in the areas of payroll administration, contract administration and analysis, and/or procurement.

The ideal candidate will have three-to-five years of experience in payroll administration in a court setting or a similar large complex government agency.

Knowledge of:

  • Basic research and report writing techniques.
  • Basic principles of math and statistical computations.
  • Basic principles and practices of the Court operations and its administration and organization.
  • Principles and practices of organizational analysis and planning
  • Contract laws as they apply to the judicial branch
  • Principles and practices of public agency payroll administration, including wage and hour law, memoranda of understanding, payroll tax reporting, and public retirement system reporting.
  • Public procurement methods, competitive solicitation, and contract administration in the judicial branch.
  • Data collection and analytical techniques
  • Project management and program management
  • Fiscal and reimbursement terms of grant-funded programs in a government agency
  • Principles of program evaluation
  • Sources and availability of information and methods of presentation.
  • Principles and practices of supervision.

Skills/Ability to:

  • Accurately perform mathematical and statistical calculations.
  • Read and interpret legal documents, codes, regulations, rules of court, and legislation.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Effectively train, monitor and evaluate lower-level personnel.
  • Communicate effectively both orally and in writing.
  • Learn and apply the Federal, State and local regulations and guidelines related to assigned duties.
  • Analyze a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations.
  • Perform the full range of assigned duties under minimal supervision.
  • Collect, interpret, and evaluate a variety of narrative and statistical data.
  • Access and analyze data using computer systems.
  • Administer payroll in a human resources information system and reconcile payroll results to the financial system of record.
  • Coordinate special projects and programs.
  • Manage multiple tasks and priorities.
  • Draft procedures, correspondence, and narrative and statistical reports.
  • Maintain confidentiality of information.
  • Exercise discretion and independent judgment.

Applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California, and applicants must participate at their own expense.
