Job Responsibilities
Under the supervision of the Trial Court Support Services Manager, serves as the Circuit Court Representative, researching court operation and policy matters related to Circuit Court and providing written and oral communication to Circuit Court Judges, Clerks of Court and judicial system personnel and staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION
Researches, develops, monitors, and implements policies and procedures on Circuit Court management. Responds to court, state agency, inmate and citizen inquiries relating to court operations, specifically Circuit Court matters. Demonstrates discretion in determining what matters require supervisor attention or input from a staff attorney.
Identifies revision needs within court manuals and oversees any related Circuit Court revision projects. Works closely with manager and staff attorneys researching and drafting timely and accurate responses to legal inquiries raised by (including but not limited to) Judges, Clerks of Court, attorneys (private and state agency) and members of the public.
Demonstrates understanding of and continuously monitors court management practices and compliance with state statutes, court rules, directives issued from the Chief Justice via administrative order and any additional local or statewide policies and procedures. Advises local court personnel on the above practices as needed to ensure statewide compliance and uniformity.
Monitors and reviews legislation impacting circuit courts. Annually prepares written memorandum for statewide distribution to all Clerks of Court and Circuit Court Judges at conclusion of legislative session. Creates new court forms as needed or required by changing legislation. Amends, formats, and maintains all existing circuit court forms on S.C. Judicial Branch website. Drafts and submits proposed administrative orders to manager for submission to the State Court Administrator and/or Office of the Chief Justice for review and approval.
Serves as the liaison to the Circuit Court Judges Advisory Committee, the Clerks of Court and Register of Deeds Advisory Committee, and other groups as assigned. Consults with and advises each committee in the development and application of Circuit Court-related policies, procedures, and programs.
Assists the Annual Judicial Conference Coordinator in the implementation of the Annual Judicial Conference. Manages processes which could include developing Conference website content, collecting registrations and payments, preparing attendee materials, and providing on-site support.
Assists with special projects as assigned by the State Court Administrator, Deputy Directors and Trial Court Services Manager.
All other duties as assigned.
Minimum and Additional Requirements
A bachelors degree and relevant experience in court administration, in a law office that handles Circuit Court matters, or in a court-related office such as the Clerk of Court, Solicitor, Public Defender or Circuit Court Judge or an equivalent combination of education and experience.
Must have dependable transportation as this position requires occasional statewide travel.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Knowledge of the South Carolina judicial system.
Ability to research administrative orders and statutes as necessary. Ability to work closely with various organizations on Circuit Court-related projects. Ability to establish and maintain working relationships with judges, elected officials, judicial system personnel and office staff. Ability to make presentations to various groups. Strong verbal and writing skills.
Strong computer skills, including proficiency in Word, Excel, and PowerPoint. Demonstration of a strong, consistent, dependable work ethic. Must be detail-oriented and possess excellent time management skills.
Must be able to work in an autonomous environment with excellent self-direction, initiative and motivation, and use individual discretion in the interpretation and application of court practices, procedures and laws. Expected to advise the Trial Court Support Services Manager of any problems, concerns or recommendations.
Preferred Qualifications
Previous Circuit Court job-related experience. Experience working with the Case Management System and SC E-Filing.
