Summary

This contract position is paid for by the Pennsylvania Commission on Crime and Delinquency (PCCD) via a fiduciary agreement with the County of Chester, Pennsylvania. This contract position works to improve collaboration and intelligence sharing between the Chester County Detectives, the Pennsylvania State Police, the ATF, and local law enforcement within and outside of Chester County.

The Chester County Detectives Crime Gun Intelligence Analyst (CGIA) works under the supervision of the Chester County Detectives in collaboration with the ATF Crime Gun Intelligence Centers in Philadelphia, PA and New Jersey to perform advanced functions in collecting, collating, analyzing, and disseminating data relevant to actual and anticipated criminal activity surrounding crime guns. The (CGIA) will support law enforcement activity by providing highly detailed analytical information to local, state, and federal law enforcement agencies to assist their decision-making process. This position requires using data-driven intelligence and connecting crime scenes to locate suspects and make arrests. A key aspect of this position is the exploitation of cell-site and other communication/location data.

This position will be in-person at the Chester County Detectives office; occasionally at the Regional NIBIN Collaboration Site in Mongomery County, with some local travel and training. This is a full-time position requiring a 40 hour work week.

ESSENTIAL JOB FUNCTIONS:

  1. Responsible for providing actionable intelligence to all relevant investigators with cases identified through the National Integrated Ballistic Information Network System (NIBIN) that require further investigation.

  2. Ability to look at firearms-specific statistical data collected through the NIBIN process to identify information regarding crime guns; allowing investigators to focus efforts on areas that will have the biggest impact on gun crimes.

  3. The ability to look at Shot Spotter data collected in Chester County and assist law

enforcement with that data and provide an analysis linking firearms with suspects and locations.

  1. Review social media platforms for suspects involved in gun crimes and provide that intelligence to law enforcement.

  2. Create link analysis charts to show associations within complex investigations for visual presentation of data to the respective investigators.

  3. Develop complex reports about firearms and the sources of firearms used in crimes, gang structure, leadership, firearms activity and projections, crimes with firearms in various police jurisdictions, criminal backgrounds and trends, and actions taken to prevent crimes.

  4. Have a working knowledge of how to identify straw purchasers and/or multi-gun purchases, utilize intelligence to identify potential gun traffickers, identify firearms being sold illegally to prohibited possessors, identify fraudulent Federal Firearms License (FFL) suppliers, or those not adhering to federal FFL laws. Liaison between ATF Intelligence Research Specialists and regional law enforcement agencies to track key measures to disrupt criminal activity.

  5. Demonstrated abilities in telecommunications exploitation and the tools and methods used to extract pertinent information from voluminous sources of data.

ADDITIONAL JOB FUNCTIONS:

  1. Perform open-source searches to assist in the identification and disruption of criminal networks.

  2. Identify, measure, forecast, and recommend long-term public safety methods and related activities to contribute to problem-solving and reduction efforts.

  3. Study current literature on research methodology, criminology, law enforcement issues, and performance measurement, and make appropriate recommendations for improvements in data-driven prosecution practices.

  4. Participate in the development and maintenance of crime analysis programs including frequency, geographic factors, victims, targets, suspect descriptors, chronological information, suspect vehicle descriptions, modus operandi factors, and physical evidence information.

  5. Use computer databases, quantitative and qualitative methodology, electronic spreadsheets, desktop publishing, word processing, statistical applications, and GIS (Geographic Information Systems) to manipulate, analyze, and present data.

  6. Develop and maintain working relationships with external law enforcement agencies, governmental agencies, and communities. Travel occasionally to various locations for briefings.

  7. Perform additional functions (essential or otherwise) as assigned.

REQUIREMENTS:

  1. Must be a U.S. Citizen and legally authorized to work in the United States

  2. Must be able to pass a background check and be eligible to obtain a Secret clearance.

QUALIFICATIONS:

  1. Degree in Criminal Justice, Statistics, or a related field and 2-3 years of experience in criminology, crime analysis, research analysis, statistical analysis in law enforcement (PREFERRED); OR bachelor's degree in a related field (BASIC) or any combination of experience and training which enables one to perform the essential job functions (PREFERRED). Additional related experience in the analysis of criminal activities may be substituted for the required education on a year-for-year basis.

  2. Experience as a criminal intelligence analyst at a law enforcement agency or other professional experience in a local, state, or federal law enforcement agency.

  3. Experience using criminal intelligence products in furtherance of conducting and/or supervising investigations. Experience in creating, drafting, and/or reviewing and approving needs-based intelligence products. Demonstrated knowledge of Federal 28 CFR Part 23 required.

  4. Ability to interact with personnel at all levels in a fast-paced environment, remaining flexible, proactive, resourceful, and efficient, with a high level of professionalism and confidentiality.

  5. Ability to work effectively in an interagency environment with federal, state, county and local law enforcement and intelligence professionals.

CONTRACT TERM & RATE:

Contract through until April of 2029.

SALARY- ($65,108 to $67,309)

BENEFITS:

The selected candidate will be hired as an independent contractor and will not be eligible to receive benefits. An allowance of 2,500.00 per year for training.
