ROLE & PURPOSE

The Curriculum Coordinator for Special Education provides leadership and coordination to ensure the overall design and implementation of individualized educational programs and support services that are aligned and articulated with federal, State, and locally mandated regulations and curriculum. The coordinator organizes professional development and implementation of special education services and supports, and acts as a resource to other educational personnel and the community.

QUALIFICATIONS

EDUCATION/CERTIFICATION

  • Minimum of a Master's Degree from an accredited institution
  • Professional Principal, Mid-management or Supervisor Certification issued by the Texas Education Agency
  • Valid Texas teacher's certificate with specialization in special education or related field preferred

EXPERIENCE

  • Minimum of five years experience in a special education related field
  • Leadership and/or administrative experience in leading the ARD and/or FIE evaluation process
  • Experience with coordination and support of daily operational issues by assisting area and campus administration in solving logistical and operational problems related to special education service delivery and compliance
  • Expertise facilitating services for low-incidence populations, including those receiving vision and/or deaf education services, in the least restrictive environment

MAJOR RESPONSIBILITIES & DUTIES

I. INSTRUCTIONAL MANAGEMENT

  • Collaborate across departments for curriculum development, curriculum assessments, professional learning activities and campus support for teachers in grades EE-12.
  • Implement a data informed systematic and sustained approach to professional learning including research-based instructional strategies.
  • Direct the child-centered process for the design of individualized educational programs.
  • Obtain and use data to examine curriculum and instructional program effectiveness and design, implement and measure the effectiveness of program interventions.
  • Implement and evaluate actions designed to meet and exceed the district instructional goals in special education.
  • Apply legislative decisions and regulations to the design and implementation of a free and appropriate public education (FAPE) for all eligible students.
  • Coordinate the design and implementation of processes and procedures for the identification of appropriate instructional supports and implementation of individualized educational programs.
  • Collaborate with campus administrators to monitor student response to specially designed instruction.
  • Work collaboratively with principals, department leaders, support staff, teachers and classroom teacher assistants to ensure that individualized instructional programs and services are coordinated at the school level and implemented with fidelity.
  • Facilitate the development of new courses specific to special education.
  • Research, plan, propose, implement, and evaluate new programs.
  • Implement and monitor compliance of grants as needed.
  • Apply sound research-based principles and practices to support decision-making and departmental goals and actions.

II. SCHOOL/ORGANIZATIONAL CLIMATE

  • Collaborate with key personnel across departments to ensure universal design of curriculum and instruction for all learners.
  • Create and monitor a collegial and team oriented atmosphere within the special education department.
  • Participate in the district-level decision making processes to establish and review the goals and objectives of the Special Education department as it relates to the Strategic Plan.
  • Coordinate and monitor special education compliance including assessment/ARD timelines, federal child count funding, statewide assessments, provision of related services, and Least Restrictive Environment.
  • Coordinate and collaborate the daily functions of the special education area operations team to ensure interaction with assigned area campuses, including conducting conferences with instructional specialist, behavior interventionist, and goal achieving paraprofessional regarding special education issues. ?
  • Utilized shared decision-making processes to ensure all Special Education and campus team members' voices are heard.
  • Provide assistance to campuses in resolving complex and critical cases and parent concerns. ?
  • Promote integration of programs for students with disabilities into the general education curriculum. ?
  • Evaluate and recommend improvement in the purpose, design, and implementation of special education programs. ?
  • Supervise the activities of direct reports in accordance with the district's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing ?work; appraising performance

III. SCHOOL/ORGANIZATIONAL IMPROVEMENT

  • Demonstrate and model effective instructional practices for principals, instructional coaches and classroom teachers
  • Support professional learning communities and coordinate aligned district-wide professional learning opportunities.
  • Provide instructional support for inclusive education and differentiated instructional practices.
  • Demonstrate conflict resolution skills with staff, colleagues, administrators and teachers.
  • Collaborate with principals and teachers to analyze and monitor achievement data.
  • Provide assistance to schools to support the design and implementation of standards based intervention programs for students with disabilities.
  • Work collaboratively with campus administration in the achievement of district and campus goals.

IV. ADMINISTRATION & FISCAL/FACILITIES MANAGEMENT

  • Prepare, monitor and maintain department budgets and ensure that funds are managed prudently
  • Serve as resource person to building principals regarding program budgets
  • Budget for and provide resources, including professional and instructional materials, technology, hands-on materials, classroom libraries and tutorial materials
  • Recommend to administrator, as necessary, allocations and adjustments to staffing ratios for campus- based special education personnel that are in keeping with professional standards and best practices for program implementation. ?
  • Assist campuses in the efficient and effective use of staff allocations
  • Monitor and verify staff allocations to ensure appropriate ratios are maintained and assigned responsibilities are aligned with funding.
  • Serve as a resource to campuses to ensure students have physical access to facilities, playgrounds and to classroom instruction.

V. SCHOOL/COMMUNITY RELATIONS

  • Implement PLC structures to facilitate communication among teachers and support staff.
  • Work collaboratively and productively with colleagues, parents, and community members
  • Effectively articulate the district's mission, instructional philosophy, specialized instructional supports/services, and curriculum implementation strategies to campuses and the community.
  • Engage in activities and training for parents and the community.
  • Establish partnerships with community agencies and businesses to expand opportunities for student education and transition.

VI. PROFESSIONAL GROWTH & DEVELOPMENT

  • Actively seek to grow professionally through interdepartmental collaboration with colleagues and professional learning experiences.
  • Review current literature relevant to student learning and best practices to facilitate the alignment of work within the department to the most effective instructional practices for continuous improvement.
  • Actively review state and federal regulations, board policy, and local administrative procedures and processes to ensure compliance.
  • Keep abreast of current technical, professional, and legislative trends affecting special education programs through focused staff development and local/national conferences.

VII. SUPERVISORY RESPONSIBILITIES

  • Supervise, train and evaluate the performance of instructional specialists, and other assigned support staff.
  • Serve as second appraisers when requested.
  • Provide feedback and coaching support to direct reports and campus staff as needed.
  • Supervise the implementation of district and program specific initiatives.

VIII. OTHER DUTIES

  • Demonstrate a willingness to examine practice and implement change, as appropriate.
  • Use current technology for instruction and management purposes.
