This position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau (OCWB), Metropolitan Police Academy (MPA), Curriculum Development and Instructional Design (CDID) Branch. CDID is responsible for designing and developing training curricula (recruit, in-service, specialized, promotional, and instructor certification) and establishing processes and standards related to curriculum and instruction. The Curriculum Specialist position contributes directly to MPD''s commitment to excellence by assisting in the design and improvement of police academy curricula, ensuring all curricula use best practices and adult learning theory, and updating curricula to reflect current MPD directives.
The incumbent will be responsible for the following:
Conducting gap analysis of curricula.
Performing quality assurance tasks for various components of a curriculum.
Evaluating the alignment of learning objectives, assessments (including test items, rubrics, etc.), learning activities, and instructional materials.
Designing, writing, and/or revising formative and summative assessments that are aligned to approved learning objectives and consistent with evidence-based best practices in curriculum, instruction, and assessment.
Assessing the validity, reliability, and fairness of assessment instruments, and recommending corrective actions if needed.
Utilizing software, hardware, and cloud-based systems to create and maintain files, perform version control and audits, generate reports, interpret data, and disseminate findings to internal and external audiences.
Communicating and collaborating effectively with stakeholders (sworn officers and professional staff) in CDID, MPA, OCWB, and other units in and outside MPD
Prioritizing work effectively in a situation with shifting or competing priorities.
Employing strong communication, critical thinking, collaboration, interpersonal, and project management skills to facilitate successful and timely completion of projects.
Attending team and departmental meetings.
Learning and implementing new and emergent technologies related to assessment, curriculum development and instruction task.
Performing other assessment, curriculum, and instruction related duties as assigned by direct supervisor or CDID senior leadership team.
Performing other related duties as assigned.

Bachelor''s degree in education or related discipline is preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-09 grade level, or its non-District equivalent, gained from public or private sector. Examples of specialized experience for this position include experience designing synchronous and asynchronous trainings and curricula; experience conducting educational assessments and evaluation initiatives at a higher education institution or specialized professional training program (i.e., police academy, medical school, etc.); applying a wide range of quantitative and qualitative methods to measure, analyze, and evaluate the effectiveness of education/training in meeting established goals and standard; and experience gathering and analyzing data and information from multiple sources to generate and disseminate insights and recommendations that enable continuous improvement of curricula.

The work is performed in an office setting. Occasionally travel off-site to similar settings, in order to accomplish work objectives.

Collective Bargaining Unit:
This is a union position and is covered under the National Association of Government Employees (NAGE) bargaining unit. You may be required to pay an agency fee through direct payroll deductions.
Position Suitability:
This position is deemed as Security Sensitive pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:
a. Traffic record check (as applicable);
b. Pre-employment drug and alcohol test (as applicable);
c. Consumer credit check (as applicable);
d. Reasonable suspicion drug and alcohol test;
e. Random drug and alcohol test;
f. Return to duty or follow-up drug and alcohol test; and
g. Post-accident or incident drug and alcohol test.
Due to the sensitive nature of work performed within the Metropolitan Police Department, all selected candidates must undergo and successfully complete and enhanced background investigation, including criminal history and credit checks, as a condition of employment.
Residency Preference
Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
