Job Description
The Customs Specialist requires intensive involvement with the Mazda import and export operations in North America including Customs and freight forwarding operations for Mazda in the U.S., Mazda Canada, Mazda de Mexico and the Mazda factory in Salamanca, Mexico. Perform in-house Customs Brokerage in the U.S. for vehicles and parts and FTZ admissions and withdrawals.
Handles audits and gives proper advice and customer support to other departments within the Mazda organization in North America. Handles export documentation, including filing export declarations and ensuring compliance with export regulations. The Customs Specialist will be required to work on special projects as assigned by the Customs Manager.
This position requires extensive knowledge of Customs rules to ensure that Mazda operations work according to the law and in an efficient manner especially in areas such as Antidumping, Drawback, NAFTA qualification, Country of Origin, Record keeping, Post Entry filings. Furthermore, this position requires significant participation ensuring Internal Controls and Self-testing mandated by the Importer Self-Assessment Program are conducted within the guidelines agreed with the U.S. Customs Service and other Customs agencies.
Major Responsibilities
(60%) Customs Clearance & Export Operations
Handle the importation and exportation of vehicles and parts into and out of the country. This requires the handling of FTZ admissions, FTZ withdrawals, Annual Reports and other FTZ operations. This includes filing ISF and customs clearance of parts shipments.
Handle the exports documentation and export compliance for exports of Mazda vehicles and parts as needed. This includes the filing of export declarations, obtaining ATA Carnets, ensuring proper customs entries are filed overseas and coordinate logistics as required.
(5%) Vehicle & Parts Classification
Research and analysis of Customs rules and regulations.
Research and analysis of North American Customs rules, regulations and procedures related to Customs valuation, Classification and NAFTA. Assist the Customs Manager with research of other duty reduction opportunities available to Mazda.
Classification of vehicles, parts and other merchandise for Mazda in the U.S., Canada and Mexico. Maintain a classification database for Mazda in the U.S., Canada and Mexico and coordinate with the Customs Brokers in each of these countries the proper classifications based on their country rules and interpretations. Request binding rulings and respond to inquiries from Customs in the U.S., Canada and Mexico and provide the technical information necessary to answer such inquiries.
Handle the research and qualification of vehicles and parts for classification under NAFTA for imports into Canada, Mexico and the U.S. This responsibility could include operational interaction with Mazda IT, other Mazda affiliates, Brokers and Customs in the U.S., Canada and Mexico.
Coordinate with customs brokers for border crossing issues to/from Mexico and Canada.
File claims and requests for duty refunds via Post Entry amendments or Protests and Reconciliation filings.

(5%) C-TPAT Program
Assist the Customs Manager in the administration of MNAO's C-TPAT compliance program, including, but not limited to, vendor monitoring via the portal, etc.
(10%) Questaweb or Current Customs System
Administrator for MNAO's customs system, currently Questaweb, includes access management, setup, and working with IT to resolve issues.
(10%) Customs and Broker Payments
Review and prepare ACH statements for payment, facilitate proper payment of customs broker invoices as well as miscellaneous payments.
(10%) Special Projects
Assists the Customs Manager with special projects as required such as imports from new vendors overseas, recovery of duties under special programs, Country of Origin compliance, Drawback, automated recordkeeping, Customs compliance training, C-TPAT and the U.S. Customs Importer Self-Assessment (ISA). This role will also cross-train on the Customs Sr. responsibilities to cover vacations/absences in the department.

Pay Range
$69,400.00 - $100,600.00
Salary to be determined by education, experience, knowledge, skills and abilities of the applicant, internal equity, and alignment with market data.
