    Position Description
    Precision Collective is seeking an experienced Countering Weapons of Mass Destruction (CWMD) Operational Requirements Planner to support the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Directorate at Ft. Belvoir, VA. This role provides vital advisory, technical, and planning support to help bridge the gap between the warfighter’s operational needs and the innovative R&D capabilities developed within DTRA RD.

    The primary focus of this position is to assist in translating urgent, real-world warfighter capability gaps into actionable technical-development roadmaps. The successful candidate will support the development, drafting, and coordination of Joint Urgent and Emergent Operational Needs (JUON/JEON) roadmaps for Geographic Combatant Commands (GCCs), provide planning support to help shape joint-service and agency-level approaches to Hardened and Deeply Buried Target (HDBT) defeat capabilities, and dedicate a small percentage of time (10–15%) to supporting the RD Chemical/Biological (Chem/Bio) Directorate.

    This is an operational planning, coordination, and staff-support role designed for a mid-to-senior-level staff expert. The ideal candidate does not need to be a laboratory researcher or engineer; they must be a highly capable facilitator who knows how to navigate the Joint Staff, Combatant Commands (CCMDs), Service Components, and OSD to successfully coordinate requirements and transition technologies through the Department of War enterprise.

    A qualified candidate will perform the following duties and responsibilities, but are not limited to:

    • Support the drafting, revision, and coordination of rapid-acquisition and urgent requirement packages (JUONs/JEONs) to meet regional CCMD needs.
    • Track and report on the progress of urgent requirements through the approval pipeline, facilitating communication with the Joint Staff (J-8), CCMD planners, and the Joint Rapid Acquisition Cell (JRAC).
    • Serve as a translator between technical/scientific teams and military operators, ensuring that complex scientific information is accurately reflected in programmatic and fiscal documentation.
    • Provide planning and programmatic support to government program managers, helping ensure that portfolios and projects remain mapped to broader strategic goals and warfighter requirements.
    • Support the development of the Budget Estimate Submission (BES) and Program Objective Memorandum (POM).
    • Facilitate inter-agency and joint-service coordination, acting as a central action officer to align efforts between DTRA, DARPA, the Military Services, and the Intelligence Community.
    • Support the transition of specialized, high-priority R&D technologies (such as advanced weapons and mission-planning systems) into formal Service-led programs of record.
    • Provide ad hoc planning and staff assistance (approximately 10–15% of effort) to the RD Chemical/Biological (Chem/Bio) Directorate for program integration.
    • Draft high-quality briefing materials, white papers, and decision-memo packages for government leadership, ensuring readiness for Senior Executive Service (SES) and Flag/General Officer review.
    • All other duties as assigned.

    Required Qualifications

    • Bachelor’s degree from an accredited institution (any field of study is acceptable).
    • 8 to 12+ years of experience in military operational planning, requirements development, or defense staff operations.
    • Extensive experience working within the Department of Defense or joint-service military environments at the operational/strategic level, including prior support to at least one of the following: Joint Staff (e.g., J-3, J-5, J-8); a Geographic Combatant Command (such as CENTCOM or INDOPACOM); a Service Component Command (e.g., USARCENT, AFCENT); or DTRA.
    • Strong understanding of military staff processes (e.g., JSAP), the Joint Capabilities Integration and Development System (JCIDS)/Joint Force Requirements Process (JFRP), or the Urgent Capability Acquisition pathway (DoDI 5000.81).
    • Familiarity with the Department of War Planning, Programming, Budgeting, and Execution (PPBE) process.
    • Experience using Microsoft Office applications to build data visualizations, pivot tables, and project tracking dashboards.
    • Active Top Secret/SCI (TS/SCI) clearance.
    • U.S. citizenship.

    Location & Travel
    This is a full-time, onsite position based at Ft. Belvoir, VA, in the National Capital Region.

    Preferred Qualifications

    • Graduate of a staff college (e.g., Command and General Staff Officer Course [CGSOC] / Intermediate Level Education [ILE]) or an advanced military planning program (e.g., SAMS, SAASS, SAW, or JAWS).
    • Demonstrated proficiency in the Joint Operation Planning Process (JOPP) or Military Decision-Making Process (MDMP), particularly in a combatant command or component command environment.
    • Practical experience assisting program managers with tracking project milestones, schedules, resource allocation, and drafting transition-plan documentation.
    • Familiarity with Counter-WMD (CWMD) operations, Hard Target Defeat (HTD) concepts, weapons effects, or CBRN/Chem-Bio defense programs.
    • Ability to translate technical or scientific concepts into clear operational language.
    • Experience advising program teams on risk assessment, business/contracting strategies, or technology transfer from R&D to programs of record.
    • Experience assisting in the planning, coordination, or oversight of test events and military demonstrations.

    Compensation at Precision Collective is determined based on a variety of job-related factors, including education, relevant experience, certifications, knowledge, skills, competencies, internal equity, external market conditions, geographic location, security clearance level, contract labor category and funding requirements, organizational needs, and applicable federal, state, and local laws. The projected salary range for this position reflects full-time employment. Actual starting compensation will be based on the selected candidate’s qualifications and the factors identified above. Compensation for part-time positions will be adjusted proportionately based on scheduled hours worked.
