Overview

The IT Department is seeking a Cybersecurity Program Supervisor. This role is a key leadership role responsible for guiding and advancing the County's cybersecurity strategy. This position focuses on leading security programs, shaping policy and direction, and ensuring the County's systems, data, and services are protected in alignment with broader organizational priorities.

This is a leadership-first role for someone who excels at bringing people, priorities, and strategy together. The IT Security Program Manager will partner closely with County leadership, technology teams, and business stakeholders to set direction, manage enterprise-level risk, strengthen security practices, and promote a strong culture of security awareness across the organization. While the role supports a team of skilled technical professionals, the emphasis is on program leadership, influence, and organizational impact rather than hands-on technical execution.

The ideal candidate is someone who can translate complex risk and security concepts into clear decisions, build trust across departments, and lead through collaboration and influence.

Schedule:

  • Standard hours: 8:00 AM - 5:00 PM.
  • Hybrid schedule with expectation of in-office presence 2 - 3 days per week.
  • Participation in a rotating on-call schedule with infrastructure/network teams.
  • Occasional evening, weekend, or overtime work as operational needs require.

Responsibilities

What Youll Be Doing:

  • Leading the Countys cybersecurity program and advancing a strong security culture across the organization.
  • Managing and developing a team of technical professionals responsible for security operations and initiatives.
  • Partnering with County leaders, IT teams, Human Resources, privacy officers, and public safety partners to address security and privacy needs.
  • Assessing security risks and providing guidance on technology investments, business practices, and emerging threats.
  • Developing and maintaining security policies, standards, procedures, and governance frameworks.
  • Overseeing business continuity, disaster recovery, and cybersecurity incident response efforts.
  • Planning, implementing, and supporting security technologies that protect County systems, data, and services.
  • Communicating security priorities, risks, and recommendations to both technical and non-technical audiences.
  • Driving strategic security initiatives using a risk-based approach that aligns with organizational goals.
  • Demonstrating respect for others and fostering an inclusive environment that values diverse perspectives.

Qualifications

Qualifications

All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.

  • Bachelors degree or equivalent education from an accredited college or university in Computer Science, Information Technology or a related field. A combination of education and/or experience may be substituted on a year-for-year basis.
  • Five (5) years of experience in managing Information Technology and/or security operations required.
  • Certified Information Systems Security Professional (CISSP) according to the International Information Systems Security Certification Consortium or equivalent certifications preferred, or ability to attain certification within 12 months.
