Summary Statement

Help protect the Boise River through the power of data. The City of Boises Public Works Department is seeking an experienced Data Analyst III to transform complex environmental, operational and laboratory data into insights that support cleaner water, smarter infrastructure and a healthier community.

This role is ideal for a technically strong analyst who is motivated by public service and environmental impact. The Data Analyst III works with large and varied data sets from Public Works and water renewal operations, including lab and monitoring data related to water quality, phosphorus, temperature and other factors that help the department understand and protect river health. By building data models, developing reports and dashboards, analyzing trends and translating findings into practical recommendations, this position helps leaders make informed decisions that affect Boise's natural resources and long-term sustainability.

The successful candidate will bring current, hands-on experience with SQL, Power BI or Tableau, data modeling, visualization and complex analysis. Just as important, they will bring curiosity, care and a community-minded approach to the work. Required Knowledge, Experience, And Training

  • Bachelor's degree in business, probability and statistics, mathematics, communications or a related field
  • Four years of experience documenting and analyzing business processes, or
  • An equivalent level of professional experience.

This position is hybrid eligible and requires residency in the Boise metro area. Candidates must currently live in the area or be prepared to relocate at their own expense prior to employment. No relocation assistance is provided. Candidates must be legally authorized to work in the United States

Essential Functions

Handles complex issues and problems and refers only the most complex issues to higher-level staff. Is capable of performing all duties of a Data Analyst I and II, and provides leadership, coaching, and/or mentoring to a subordinate group, as needed.

Analyzes data sets to find ways to solve problems relating to department business and disseminates this information to management and other stakeholders. Utilizes various tools to extract data from primary and secondary sources. Performs analysis to assess the quality and meaning of data and ensures data integrity. Develops, maintains and enhances analytical tools. Helps develop new reporting and analytical tools leveraging different technologies. Prepares final analysis reports for stakeholders. Analyzes process workflows, identifies relatable reports and dashboards and collects and analyzes data.

Works with stakeholders to identify process improvement opportunities, proposes system modifications and assists the city's IT department with data governance strategies. Structures large data sets to find usable information. Utilizes data modeling techniques to summarize the overall features of data analysis. Creates customized reports & dashboarding for internal teams.

Collaborates with citywide data analysts to ensure best data practices are being shared and used. Provides analytical support for special projects and assignments as needed for immediate and short-term objectives. Participates in special projects as assigned, which may include the selection and implementation of new department information systems. Helps train end users on existing and new reporting and analytical tools.

Requirements

Knowledge of:

  • Math principles
  • Computer usage including related software
  • Business analysis principles and techniques
  • Principles and practices of statistical analysis, related software and operational metrics and drivers
  • Programming languages like SQL, R or Python
  • Data visualizing software such as PowerBI or Tableau
  • Leadership principles and practices.

Ability to:

  • Problem-solve systematically and logically
  • Learn new processes and systems quickly
  • Maintain excellent attention to detail and work under strict timelines
  • Exercise good judgment and discretion in carrying out responsibilities
  • Demonstrate strong team leadership skills

Preferred Knowledge, Experience, And Training

  • Masters degree in business, probability and statistics, mathematics, communications or a related field.
  • Five years of related experience designing, developing or managing databases.
