The Maine CDC Drinking Water Program (DWP) is seeking a Senior Health Program Manager to take on a leadership role within the Program. The DWP's mission is to protect public health by ensuring that Maine citizens have access to clean, abundant drinking water. The DWP regulates over 1900 public water systems in the State, ranging from the largest municipal systems with complex water quality treatment to very small untreated systems.

Core Responsibilities:

This position is responsible for directing and overseeing the Drinking Water Program's (DWP) Data Management and Program Support Team, including administration and federal reporting associated with the Safe Drinking Water Information System (SDWIS) database. This Team is responsible for ensuring that public drinking water meets all applicable federal and State regulations to prevent waterborne illnesses. This position is closely involved with the development of DWP policies and procedures, setting DWP goals and objectives, overseeing and evaluating DWP functions, directing outreach and education activities statewide, and representing DWP to organized groups and the public statewide and nationally. This Team is tasked with receiving, reviewing, assessing and tracking all mandatory water quality test results at Public Water Systems. The position oversees all records and data management, quality control, and rules implementation, including the determinations of noncompliance at Public Water Systems. This position also oversees administrative activities for the DWP. The position is a member of the DWP Management Team, setting direction and priorities for the Program.

Job responsibilities include:

1. Overseeing receipt of data from Public Water Systems, laboratories, and DWP staff, and ensuring that it receives quality assurance checks and is properly stored in the SDWIS database to identify regulatory violations and prevent public health threats. Making determinations on imminent health hazards at Public Water Systems that require immediate response.

2. Reviewing/approving staff decisions on how to manage various types of environmental and drinking water information in the database of record. These decisions ensure that information can be retrieved from the database in an efficient and accurate way.

3. Interpreting regulations, including the Safe Drinking Water Act and Maine's Drinking Water Statute and Rules.

4. Consulting and coordinating with other CDC programs, CDC leadership and other agencies, and attending meetings/conferences to provide information and technical assistance.

5. Representing the DWP on national workgroups, including EPA's National Data Management Users Workgroup.

6. Supervising a statewide team of professional, scientific, technical, contract, and administrative staff, including assigning and coordinating data processing, quality assurance, compliance determination and administrative work, monitoring progress toward goals, and reallocating work as needed. Determining how staff resources will be used to complete required tasks in an efficient and consistent manner.

7. Developing and revising standard operating procedures for monitoring/reporting, database use, and administration.

8. Providing appropriate training and skills-building for staff to ensure consistency and competency.

9. Reviewing and approving reports detailing the Drinking Water Program's work as it relates to the EPA's Public Water System Supervision Grant, as well as other progress reports.
