JOB TITLE:           DATA MANAGER (Supervisor)

GENERAL DESCRIPTION:
The Data Manager provides leadership and management work in overseeing data services for the agency.  Ensures the achievement of departmental goals and objectives including reports, presentations, and analysis to communicate insights and findings, quality outcomes, data integrity, and program compliance in support to agency management.

ESSENTIAL JOB FUNCTIONS:
  • Supervises the workflow and provides support and direction to assigned staff and volunteers including recruitment, hiring, supervision, evaluation, termination and complaint resolution.  Oversee training and development plans for assigned staff.
  • Supervises, organizes, assigns, and coordinates appropriate data entry procedures for the calculation of parent and volunteer in-kind and related data management functions.
  • Oversees provider invoice processing workflows and assist with communications needed for error resolution.  Ensures invoices meet established standards for processing and are valid for review by deadline.  Tracks errors and root causes for trending reports.  Ensures all external communications related to invoicing meets confidentiality standards.
  • Assist in the development or revision of policies and procedures related to functions, record-keeping, communications, and data entry of the department’s assigned tasks.
  • Write reports, create interactive dashboards, and provide data analysis as requested in support of agency operations. May provide data to troubleshoot and analyze changes in business processes or community actions.  Provides applicable data to facilitate informed decision-making and may develop presentations to explain analysis.
  • Verifies and ensures the accurate and timely preparation of regular and ad-hoc data reports for internal and external distribution.  Prepares data for assigned monthly, quarterly, and annual grant reporting. Alerts supervisor when data indicates potential concerns.
  • Prepares GIS maps and geographic analyses using ArcGIS. Creates and maintains geodatabases and shape files; builds queries and buffers; geocodes addresses; creates joins; and formats map features, labels, and related tables. May participate in GIS user groups and similar forums to stay current on resources, data collection, and analysis.
  • Conducts periodic audits of ChildPlus, Learning Genie, and related systems to identify and resolve data quality issues and ensure accurate, consistent, and complete data across programs and sites. Communicates findings, recommends training, and supports process improvements to strengthen data entry practices.  
  • Maintains current knowledge of ChildPlus and Learning Genie, and the skills necessary to comply with the HS/EHS performance standards and requirements. Reviews any program updates impacting data.  Develops and implements any process changes to workflows or reporting.
  • May develop surveys in support of program outcomes and analyze the data received. May prepares survey reports such as summaries, to inform program objectives, outcomes, trends, and goals.
  • Contributes data per agency requests and may be asked to contribute to new business proposals. Assists with data extracts needed for proposals and grant preparation, preparing maps, charts, graphics, timelines, and other desktop publishing assistance as requested.
  • Attends HS/EHS Strategic Planning Meetings and other meetings related to data as requested. May attend Policy Council meetings to present data.
  • Participates in the Agency’s Quality Improvement Program, and the HS/EHS annual Self-Assessment.

MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of business and management principles involved in leadership techniques, customer service, and the coordination of people and resources.
  • Ability to gain knowledge of agency guidelines, contract requirements and program components.
  • Ability to gain knowledge of the Head Start Performance Standards, philosophy, and mission.
  • Ability to gain knowledge of ChildPlus, Learning Genie, and Head Start Enterprise System.
  • Proficient in the use of computers, including knowledge of database management and use of common office software including MS Word, Excel, and PowerPoint at an advanced level.
  • Knowledge of one or more database report writing software(s).
  • Ability to navigate the Internet.
  • Ability to analyze and interpret data; build accurate reports, graphics, and dashboards; understand data tables/fields; write queries; apply filters, grouping, expressions, and calculations; and translate findings into recommendations under defined time constraints.
  • Ability to demonstrate strong organizational skills including planning, multi-tasking, attention to detail, and recordkeeping.
  • Ability to work independently, with minimal supervision, under pressure, and meet deadlines.
  • Ability to use critical thinking, logic, and problem-solving skills to analyze data, interpret results, and research data integrity issues.
  • Ability to set departmental goals; plan, implement, and evaluate effective and efficient processes.
  • Ability to formulate and write professional reports, instructions, recommendations, and proposals.
  • Ability to communicate effectively, verbally and in writing, to present financial, data information, and staff performance information clearly.

EDUCATION AND EXPERIENCE:
  • Graduation from an accredited four-year college or university with a Bachelor’s degree in Business Administration, Business Management, Management Information Systems (MIS) or Computer Science.
  • Four (4) years of data management experience with advanced knowledge of database reporting.
  • Minimum of two (2) years’ experience in use of database reporting software.
  • Demonstrated leadership or supervisory experience preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Must meet criteria for background screening as required for childcare personnel in childcare licensing regulations.

ESSENTIAL PHYSICAL SKILLS:
  • Ability to work under pressure and meet deadlines.
  • Ability to sit and operate a computer and office equipment for extended periods, including viewing a computer screen with detailed data accurately.
  • Ability to hear, speak, and see sufficiently to communicate effectively by phone and in person, and to document information.
  • Ability to speak in front of large groups.
  • Ability to operate a motor vehicle.
  • Ability to travel in/out of state for training as needed.
ENVIRONMENTAL CONDITIONS:
  • Hybrid In-office environment.

SALARY: $73,907.00 annually
