The Opportunity

FuntoNetwork is seeking a Data Migration & Reporting Specialist for an active RFP opportunity: PHFA 2026-04-OPS-IT-02 - Housing Program Management Software.

PHFA is seeking a housing program management platform that supports LIHTC application intake, multi-family asset management, NSPIRE inspections, grant program management, compliance monitoring, reporting, and workflow automation.

Core Responsibilities

• Support data migration planning, report design, dashboards, compliance reporting, and data quality controls.
• Review the RFP scope, source posting, supporting documents, deadline, and client requirements.
• Coordinate with FuntoNetwork and related consultants to support a complete, professional response.
• Prepare documentation, analysis, recommendations, deliverables, or technical inputs related to this role.
• Communicate clearly with technical and non-technical stakeholders as needed.
• Support quality control, status updates, and final submission readiness.
• Catalog source data: Identify source systems, owners, tables, fields, refresh cycles, formats, sensitivity, and quality constraints for PHFA 2026-04-OPS-IT-02 - Housing Program Management Software .
• Define the target data model: Specify entities, relationships, keys, history, reference data, metadata, retention, and access rules.
• Build ingestion and transformation rules: Document mappings, cleansing, calculations, joins, deduplication, exception handling, and reconciliation logic.
• Implement data-quality controls: Measure completeness, validity, uniqueness, consistency, timeliness, and referential integrity with thresholds.
• Develop reports and dashboards: Create approved metrics, filters, drilldowns, exports, schedules, and role-based views required by Pennsylvania Housing Finance Agency.
• Reconcile and certify outputs: Compare source-to-target totals, investigate variances, document exceptions, and obtain reporting acceptance.

• Relevant experience for this RFP-based role.
• Strong written communication, documentation, and stakeholder coordination skills.
• Ability to work against proposal deadlines and client requirements.
• Experience supporting public-sector, enterprise, or consulting projects is preferred.
• Attention to detail and ability to follow structured submission requirements.

Earnings, Payments, and Tax Records

Consultants will be able to track project earnings, payment status, and tax records inside the FuntoNetwork mobile app.

Approved payments for this RFP opportunity will be processed through the app, and consultants will be able to request withdrawals from their available balance directly inside the app.

The app will also provide access to relevant payment history and tax-related records for consultant tracking and reporting.
