OVERVIEW

Assignment

This contract assignment serves as a Data Steward providing support to the Engineering Applications and Standards Organization (TEV) at the *** (BPA). TEV is responsible for providing subject matter expert engineering application services for high voltage, protection, communication, and control equipment as well as being stewards of the Transmission engineering policy and governance documentation. This assignment will provide professional data management and process tracking for multiple org assignments, projects, and initiatives. This assignment prepares, reviews, and edits documents such as standards, specifications, reports, and process documentation related to the organization s functions, and this assignment provides training and operations support to the TEV organization for management and utilization of the various TEV technical software and data infrastructure/systems. The ideal candidate for the assignment will be organized, self-directed and self-motivated, with a strong knowledge of automated data systems.

Organization

Engineering Application and Standards (TEV) Is comprised of three tier-4 organizations: High Voltage Application & Analytics (Client), Testing and Evaluation (TEVE) and Standards and Governance (TEVS). The focus of TEV is to better align TE s functions, processes and standards with industry best-practices to be more competitive and responsive to customer needs. TEV has a two-pronged approach to accomplish this goal, and the first is streamlining processes, making them more efficient. TEV management has already reached out to transmission planning, construction, supply chain and other partners to get feedback on areas of potential improvement and has already identified gaps in their processes that are being addressed. They will also do some benchmarking with customers to ensure their input is considered as well. The second part is to leverage quality assurance and quality control function by getting feedback from contractors, the field and teams involved in design, and using that input to shepherd change for standards.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Be the primary point of contact and data tracker of Sulfur Hexafluoride (SF6) leaks and inventory on the BPA system

Review and update project data in multiple project tracking systems.

Create a monthly report to track SF6 data on the BPA system and provide them to TEV manager and BPA environment

Create a comprehensive yearly report for BPA environment to issue to various state and federal organizations to validate BPA s compliance with environmental regulations

Review project deliverables to verify all documents and data are included and complete.

Document project deliverable processes and procedures.

Review and document data archiving processes.

Administer and manage the TEV SF6 SharePoint Site.

Provide Subject Matter Expert (SME) support for TEV SF6 Tracking system.

Create supporting documentation on TEV SF6 Tracking system

Scan records for digital archiving.

Assist BPA TE Policy and Governance in data tracking of inflight development of standards, construction specs and governance documentation

Assist TEV organizations with data associated with Work Intake Tracking SharePoint sites

Assist TEV organizations with tracking additions and subtractions to the BPA approved equipment list

Develop and recommend business rules for data/information storage procedures.

Create or implement metadata processes and frameworks.

Assist TEV administrative assistant with booking travel both foreign and domestic

Provide support for GSA fleet vehicles assigned to TEV:

Maintain files for assigned GSA fleet vehicles:

Record mileage

Schedule vehicle repairs/service/maintenance, etc.

Deliver GSA vehicles to field staff as necessary.

Develop use cases to and/or utilize AI/DOE/Joulix/EnerGPT to identify inconsistencies, ambiguities, and suggest improvements within standards and specifications documentation for streamlining review processes. Analyzing multiple documents at same time:

Pose the same critical questions across various standards to facilitate consistency.

Improve and standardize glossary, definition, and acronym usage.

Identify opportunities to combine or archive redundant standards.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Download appropriate documentation to ProjectWise for use by internal BPA personnel and outsourced contractors and verify that the files in ProjectWise are kept in sync with primary files in SharePoint.

Process Foreign visitor access and badging requests.

Assist with contract submission requests by preparing paperwork.

Assist TEV organizations with SharePoint team sites and updates of content as well as site reviews and permissions audits.

Provide support to develop, plan, and conduct reviews of organization records and products; develop recommendations for improvement of TEV programs.

Support the coordination of identification, collection and review of records and information required to meet regulatory or other obligations.

Support identification and analysis of risks and issues in appropriately managing TEV recorded information; provide input on recommendations for resolution to BPA manager.

Develop and maintain Nintex and other format forms, database tools, and applicable lists, libraries, portals, views, etc. for the TEV organizations in support of organization programs.

Project document control (receiving, filing, assigning tasks, collecting feedback and consolidating comments).

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor s degree in business management, logistics management, engineering or a related technical field is preferred.

6 months of experience is required.

Experience must include records management experience supporting construction, engineering, surveying, drafting operations, or a related field is required.

The technical experience must be consistent with the specific requirements of engineering operations and progressively more technical in nature. Individual must be capable of applying a diversified knowledge of principles and practices in assigned technical areas. Requires a working knowledge of automated data systems.

Required Technical Skills & Experience (required on matrix)

Experience and working knowledge of SharePoint, sufficient to enter and retrieve data.

Experience and working knowledge of Bentley ProjectWise or similar document library database.

Proficiency in Microsoft Excel

Training Expectations (Worker is expected to keep current on the latest technologies and skills required for the assignment.)

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

CLOSELY ASSOCIATED RESPONSIBILITIES & REQUIRED ASSOCIATED MITIGATION MEASURES

All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.

Inspection / IT Testing

Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

HR Support

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

All work products must be reviewed and finalized by appropriate federal employees.

Policy Development

BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors.
