Overview

The Data Strategy & Governance Lead will serve as a senior advisor responsible for defining and executing enterprise data strategy, governance frameworks, and operating models to support large-scale data modernization initiatives. This role will work closely with executive leadership and cross-functional stakeholders to establish a sustainable, scalable data governance ecosystem within a complex, federated environment.

Key Responsibilities

• Lead development of enterprise data strategy and multi-year data roadmap
• Conduct data maturity assessments across business units and systems
• Design and implement data governance frameworks, including policies, standards, and controls
• Define and operationalize data stewardship roles, responsibilities, and workflows
• Establish data quality frameworks, including monitoring, remediation, and improvement plans
• Develop metadata management, data cataloging, and master data strategies
• Lead organizational design efforts related to data ownership and governance structures
• Drive executive-level stakeholder engagement, including governance councils and steering committees
• Develop and execute change management, communication, and adoption strategies
• Ensure alignment with regulatory, compliance, and audit requirements
• Deliver knowledge transfer and capability-building programs to internal teams

Required Qualifications

• 10+ years in data strategy, governance, or enterprise transformation
• Proven experience in federated data environments
• Strong background in public sector or regulated environments
• Experience implementing data governance tools and frameworks
• Excellent executive communication and stakeholder management skills
