QUALIFICATIONS

    ·         Experience with high availability and disaster recovery technologies including Always On Availability Groups, clustering, replication, and failover solutions.

·         Knowledge of cloud computing and hybrid infrastructure environments including Microsoft Azure and related technologies.

·         Experience with ETL processes, SSIS, API integrations, and enterprise data integration methodologies.

·         Experience with database monitoring and performance analysis tools.

·         Understanding of cybersecurity principles, database security, encryption, auditing, and compliance standards.

·         Familiarity with DevOps methodologies, CI/CD pipelines, automation, and scripting technologies such as PowerShell.

·         Experience supporting enterprise reporting and analytics platforms including SSRS and Power BI.

·         Knowledge of virtualization technologies and virtual server environments.

·         Ability to write and optimize complex SQL queries, stored procedures, views, and functions.

Minimum Qualifications

·         Three (3) or more years of experience functioning as a SQL Database Administrator in SQL Server 2019 or newer environments.

·         Strong technical experience with installation, configuration, administration, troubleshooting, patching, maintenance, and performance tuning of enterprise database systems.

·         Experience supporting high availability, disaster recovery, and enterprise backup/recovery solutions.

·         Experience with cloud or hybrid database environments preferred.

·         Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field from an accredited college or university.

·         Equivalent combination of professional experience, education, and technical certifications may be considered.

RESPONSIBILITIES

Typical Duties

·         Assists with implementation and modification of logical and physical data models to support enterprise applications and reporting systems.

·         Designs, develops, and maintains complex databases, tables, indexes, views, stored procedures, functions, triggers, and other database objects.

·         Administers Microsoft SQL Server environments including SQL Server 2016, 2019, and newer platforms.

·         Supports cloud and hybrid database technologies including Microsoft Azure SQL, Azure Managed Instances, and cloud-based backup/recovery solutions.

·         Designs and maintains highly available and disaster recovery database architectures utilizing Always On Availability Groups, clustering, replication, log shipping, and failover technologies.

·         Installs, configures, patches, upgrades, and secures database systems and related software tools.

·         Monitors database health, availability, storage utilization, query performance, and system capacity using enterprise monitoring and analytics tools.

·         Develops and maintains automated maintenance plans, scripts, jobs, alerts, and monitoring processes using SQL Agent, PowerShell, and automation technologies.

·         Supports enterprise ETL and data integration processes utilizing SSIS, API integrations, data pipelines, and modern data movement technologies.

·         Collaborates with application development teams to support DevOps, CI/CD deployment processes, and release management activities.

·         Assists with data governance, data quality, and master data management initiatives.

·         Supports virtualization and containerized environments including VMware and related infrastructure technologies.

·         Participates in modernization initiatives involving enterprise payment systems, cashiering systems, revenue collection platforms, and public-facing applications.

·         Works closely with technical and business teams to troubleshoot application performance issues and identify root causes.

·         Performs database tuning and optimization for queries, indexes, memory allocation, CPU utilization, and disk I/O performance.

·         Develops technical documentation, operational procedures, standards, and best practices for database administration and support.

·         Assists with testing, validation, and implementation of new technologies and system enhancements.

·         Provides Tier III database and production support as required.

Job Summary: 

The System Database Administrator reports to and works under the guidance and supervision of the Chief Information Officer (CIO) and Director of Infrastructure. The individual is responsible for the installation, configuration, administration, monitoring, maintenance, optimization, security, and lifecycle management of enterprise database systems and related data technologies.

This role supports mission-critical applications, modern cloud-enabled infrastructure, enterprise reporting platforms, financial systems, payment processing environments, and high-availability data architectures. The Database Administrator works closely with software developers, cybersecurity personnel, infrastructure teams, business analysts, and technical operations staff to ensure optimal system performance, reliability, scalability, and data integrity.

The System Database Administrator will assist in implementing modern database technologies, automation tools, disaster recovery solutions, and enterprise monitoring systems while supporting ongoing digital transformation initiatives. The role also supports the deployment and maintenance of hybrid and cloud-based environments, data integration platforms, business intelligence systems, and secure data governance standards.

The individual will participate in system upgrades, production releases, quality assurance testing, change management procedures, and after-hours support as part of an on-call rotation to ensure continuity of operations.

Cook County Treasurer

Duties and Responsibilities of the Cook County Treasurer
In Cook County, the County Treasurer oversees the second-largest property tax collection and distribution system in the United States. Cook County Treasurer Maria Pappas is responsible for:

  • Printing and mailing bills based on the data provided by other county and state agencies on assessments, exemptions and tax rates
  • Collection of $16.1 billion each year in taxes from the owners of more than 1.8 million parcels of property
  • Distribution of the tax funds to approximately 2,200 local government agencies that have the jurisdiction to collect taxes. The agencies include school districts, villages, cities, townships, park and forest preserve systems, libraries, public health and safety agencies, election authorities, economic-development agencies and bonds to pay for public-works projects

Treasurer Pappas also must maintain an investment policy and strategy to address:

  • Conformance with federal and state laws and local ordinances
  • Safety of principal to avoid any risk of loss of public funds
  • Diversity of type, maturity and institution to help manage the risk and principal
  • Liquidity of funds to provide sufficient funds to meet obligations as they become due
  • Returns on investments or yields that provide performance measures with return on investments to be secondary to the role of protecting the safety and liquidity features of the policy

Treasurer Pappas must receive and safely keep the revenues and other public funds of the County and all money and funds authorized by law to be paid to her and disburse the same pursuant to law. Under Illinois law, Treasurer Pappas appoints her deputies, assistants and personnel to assist her in the performance of her duties.

Treasurer Pappas must file regular reports with the President of the County Board to summarize the financial status of her office in the format deemed necessary by the County Board.

Under state law, Treasurer Pappas' office also maintains special funds, from which the County Board shall authorize payments by voucher between board meetings, to include:

  • Reasonable amounts needed during the accounting period to pay office expenses, postage, freight, express or similar charges
  • Funds to pay necessary travel, dues and other expenses for workshops, educational seminars and organizational meetings established for the purpose of providing in-service training
  • Trust funds for such purposes as may be provided for by law
  • The Treasurer shall make a monthly accounting to the County Board through the County Clerk of all other special funds maintained by her in the discharge of her duties

In addition, Treasurer Pappas is required by law to:

  • Prepare delinquency tax lists and send notices to the last known taxpayer(s) of record
  • Obtain a tax-sale judgment order in court
  • Conduct an annual sale of tax liens to seek payment of delinquent taxes

Under Illinois law, Treasurer Pappas' office also oversees the process of refunding overpayments of taxes. There are varying statutes of limitation depending upon the type of refund. All refund applications must be submitted on or before the expiration of the specific statute of limitation, which begins on the date the right to the refund arose. These refunds are for overpayments that occur through:

  • Duplicate payments of the same taxes
  • Overpayments of the amount due
  • Reductions in assessments after the original billing as authorized by various tax-assessment agencies or the courts
  • Reductions in tax rates after the original billings as authorized by the courts
