The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Client (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around Oregon. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and Oregon hospital facilities; and promote and protect the Oregon public health.
OIS seeks an experienced Database Analyst with expertise in implementation, maintenance and operations of the Ivanti ITSM suite including Neurons. Specifically, the proposed key person must have Ivanti expertise in the following:
Workflow design / flow diagrams and process documentation
ETL and data migration documentation
Data cleansing, normalization and standardization
Data mapping and transformation rules
SQL queries, reports and dashboards
KPI metrics and analytics
User guides, SOPs, and knowledge articles
ITSM / ITAM subject matter expertise (SME)
CMDB and configuration data validation
Asset, software, and contract data analysis
Software normalization and categorization
Data reconciliation and quality assurance
UAT support and data validation
Executive and operational reporting
Trend analysis and operational insights
System integration support
Data governance and compliance reporting
Stakeholder collaboration and workshops
Agile project participation
Process improvement and optimization
This will work towards: OIS is currently undergoing a large IT Service Management (ITSM) system replacement project, transitioning from legacy CA Service Desk Manager (SDM) and CA Asset Portfolio Management (APM) to Ivanti ITSM and Neurons for Discovery and Configuration Management.
This role is critical to supporting the configuration of Ivanti for an automated and scalable IT asset tracking.
Contractor s Key Person will also work with OIS IT Asset Management team members including data lead, ITSM Maturation Project team members, the CMDB owner, Ivanti system administrators.
Scope of Work:
Contractor s Key Person under this WOC will collaborate with the OIS team members to support the configuration and management of relational data models aligned with Ivanti ITSM and Neurons platform requirements.
Translate spreadsheet-based and manual processes into structured, scalable data systems to support hardware/software asset and purchasing workflows.
Contribute to the design and population of the configuration management database (CMDB), asset inventories, and line-item level purchasing structures.
Assist in mapping legacy records (e.g., hardware, software, vendor, location, financial) into Ivanti object structures, identifying and integrating missing or incomplete data.
Support integration efforts with procurement systems, inventory sources, and automated discovery tools.
Plan and support data migration activities, including extraction, transformation, and load (ETL), testing, cleanup, and validation.
Ensure data normalization, integrity, and accessibility across the asset lifecycle, incorporating performance tuning, error correction, and auditing best practices.
Collaborate with internal technical teams and vendors to troubleshoot and validate data mappings, field configurations, and automation triggers.
Document custom database structures, data dictionaries, and configuration elements to support maintainability and knowledge transfer.
Tasks:
Contractor s Key Person shall:
Participate in daily and weekly Sprint Planning and review meetings with the OIS ITSM team.
Provide feedback and input on the project release schedules, including identifying and recommending incremental delivery of work for the deliverables to be completed in a specific sprint.
Provide updates to current Tasks and action items, upcoming tasks and action items, and plan work for the current and upcoming sprints.
Demonstrate understanding of requirements using incremental functional prototypes and receiving and documenting feedback from business and technical stakeholders.
Review any additions / modifications to requirements and determine impact to deliverables and timelines. Communicate impact to OIS Business Operations ITSM lead and contract administrator.
Document Services completed under this Task in the relevant Sprint Report Package.
Keep members of the project apprised of sprint status via daily updates within daily meetings and within tracking systems as needed.
Coordinate review and ensure updates of product delivery schedule are agreed upon by the OIS Business Operations ITSM lead and contract administrator.
Contractor shall complete program documentation identified in the Sprint Planning meetings. Contractor must follow standard version control, configuration management principles, and OIS standards while making changes to artifacts. Contractor shall create:
o Flow diagrams and process documentation.
o ETL and data migration plans and other associated documentation.
o Data mapping and data transformation rules.
o SQL queries, reports and dashboards.
o KPI metrics and analytics.
o User guides, SOPs and knowledge articles.
o CMDB configuration specifications.
o Software normalization and categorization documentation.
o Data reconciliation and quality assurance guides and SOPs.
o UAT test scripts and validation.
o Trend analysis reports.
o Data governance and compliance reporting.
o Process improvement and optimization recommendations.
o Other ITSM/ITAM artifacts as defined in the Sprint Planning meetings.
Contractor shall provide Services for the purpose of transferring knowledge, ideas, concepts, and information regarding the Deliverables and the System to OIS in order that OIS and OIS-identified employees become self-reliant with respect to the day-to-day operation of the Ivanti tool, as it relates to Contractor s work and expertise as it applies in this WOC ( Know-How ).

Bachelor s degree in Computer Science or a related field is required, with 0 2 years of relevant professional work experience in Software Development, Maintenance, or Implementation. Equivalent experience may be substituted with accredited college training (up to four years), graduate training (up to two years), or successful completion of an accredited Information Technology Certification program (up to two years, with proof of certification). Alternatively, two (2) years of work experience as a Data Administrator, Data Warehousing Administrator, Data Architect, Database Analyst-Intermediate, or Data Warehousing Analyst may substitute for all required experience. Candidates should demonstrate experience as a Data Analyst, with the ability to analyze existing tools and databases, provide software solution recommendations, and translate business requirements into clear, non-technical terms. Strong knowledge of methodologies and processes for managing large-scale databases is required, along with high-level written and verbal communication skills. More than nine years of experience maintaining data storage and access by evaluating, designing, and implementing company databases is preferred.
Identifies data sources, constructs data decomposition diagrams, provides data flow diagrams and documents the process. Writes codes for database access, modifications and constructions. Our primary criteria are the qualifications and experience of the proposed key person. Please propose your strongest candidate, at a rate less than or equal to the maximum.
Interviews will be conducted via MS Teams. Interview times will reflect Pacific Standard Time.
Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate.

This position is approved for Remote work.
Remote onboarding will be required for the first day.
The selected key person could potentially telecommute, as agreed to between the Agency Authorized Representative and the key person. Any decision to allow telecommuting is made with the understanding that decision will be re-evaluated by the Agency Authorized Representative on a regular basis. The key person should be available to work onsite within a reasonable timeframe.
Telecommuting will be contingent upon the key person providing his/her own adequate computer, monitor(s), Internet connection, and telephone, and be readily available during normal working hours via phone, email or instant message. Access to Agency systems will be provided via VPN or similar software. No hardware or additional software will be provided at the key person's home site or his/her PC.
For Services that are agreed to occur remotely that those Services will only be completed by the Key Person resourced for the Project and all work must be performed in the United States of America. Work performed or hosted wholly or in-part by companies proposing/assigning employees or contractors for Oregon work, who are not United States citizens or individuals without a valid United States visa (not authorized to work in the USA), is not permitted. Offshoring computing services, to include, but not limited to cloud/hosting, application development, systems/service maintenance, and support is not allowed.
Remote engagement requires Key Person to have consistent access and/or clarity for: high speed internet, cellular phone/landline phone, web camera and microphone.
OHA/ODHS operates on standard business days (Monday - Friday, 8 a.m. 5 p.m., Pacific Standard Time, except for Oregon holidays and business closures) and Key Person must be available to engage with OHA/ODHS as agreed upon with management.
