DBE Compliance Specialist (Construction & Public Works)
Location: Aurora, Colorado
Salary: $80,000–$90,000/year
Help ensure contractors meet small business participation commitments across major construction, transportation, aviation, and public infrastructure projects. You’ll monitor DBE and related programs, identify compliance risks, investigate findings, and drive corrective action while keeping projects compliant with federal, state, and local requirements.

What You’ll Do
- Administer DBE, HUB, SBE, MBE/WBE, ACDBE, and related small business compliance programs.
- Monitor contractor commitments, participation goals, utilization, and payments.
- Identify compliance risks, investigate findings, and implement corrective actions.
- Review contracts, bid documents, and subcontracts for compliance obligations.
- Evaluate Good Faith Efforts, subcontractor substitutions, terminations, and goal modifications.
- Verify Commercially Useful Function, subcontractor scope, prompt payment, and retainage compliance.
- Interpret USDOT DBE regulations under 49 CFR Part 26 and applicable ACDBE requirements under Part 23.
- Analyze participation and payment data, prepare compliance reports, and maintain audit-ready documentation.
- Develop program procedures, standard operating procedures, and compliance records.
- Use B2Gnow, SharePoint, and related systems for compliance tracking and reporting.
- Support prevailing wage and certified payroll compliance when applicable.
- Participate in compliance reviews, pre-bid meetings, outreach events, and stakeholder forums.
What You’ll Need
- 5+ years of experience in compliance, contract administration, auditing, public administration, finance/accounting, construction, public works, or a related analytical field.
- Experience monitoring DBE, HUB, SBE, MBE/WBE, or comparable small business compliance programs.
- Proven ability to identify compliance issues proactively and conduct investigations or implement corrective action.
- Knowledge of USDOT DBE requirements under 49 CFR Part 26 and working knowledge of Part 23/ACDBE.
- Experience reviewing contractor compliance, documenting findings, and maintaining audit-ready records.
- Advanced Excel skills for extracting, reconciling, validating, and analyzing data.
- Experience with B2Gnow or a comparable compliance and reporting system.
- Ability to work onsite in Aurora at least 3 days per week and travel locally to project sites weekly or biweekly.
Preferred Qualifications
- Bachelor's degree; equivalent relevant experience will be considered.
- B2Gnow experience.
- Davis-Bacon, prevailing wage, or certified payroll experience.
- ACCA Certified Compliance Administrator (CCA) certification, or equivalent applied experience and willingness to pursue certification.
Schedule
Hybrid schedule with at least 3 days per week onsite in Aurora, Colorado. Weekly or biweekly local project-site travel and occasional evening or weekend stakeholder events are required.
