The Lynchburg Police Department is currently offering a lateral transfer program for Virginia DCJS Certified Officers. This lateral transfer position will be assigned to the Criminal Investigations Division. Virginia Certified Officers will complete this application, a physical fitness examination, an oral interview with the Criminal Investigations Division, a polygraph examination, a psychological examination, a background investigation, and a medical examination prior to employment.

  • Sign-on bonus
  • All Police Officers will receive 40 hours of vacation time and 40 hours of sick time upon hire
  • 100% of Law Enforcement Officer credit will be used to determine salary and rank. (Jail officers, courtroom security officers, sworn security officers, and any other sworn officer that has not conducted policing similar to the responsibilities of a Lynchburg Police Officer are not eligible.)
  • All sworn personnel are subject to reassignment to other areas of the agency based on the needs of the department or unforeseen circumstances.
  • Will be required to complete the LPD's Field Training Program.

Years of service a Virginia Certified Officer must have before obtaining rank is:

  • A minimum of 2 years to obtain POII - $53,060.80 - $55,723.20
  • A minimum of 4 years to obtain POIII - $57,512.00 - $79,185.60

Essential Duties

General Definition of Work

Thoroughly conduct investigations of crimes against persons and/or property by identifying offenders, interviewing witnesses, empowering victims, pursuing justice, and assisting in the prosecution of cases. Work is performed under the regular supervision of a bureau, unit, or shift supervisor.

Specific Duties and Responsibilities / Essential Job Functions

  • Interviews suspects, witnesses, and victims regarding crimes reported.
  • Prepares for and provides credible testimony in court.
  • Assists the Office of the Commonwealth's Attorney in the preparation of trial cases.
  • Assists the Department of Social Services in interviewing and preparing cases regarding the abuse and/or neglect of children.
  • Assists the Department of Social Services in interviewing and preparing cases regarding the abuse and/or neglect of adults 60 years of age or older and incapacitated adults age 18 or older.
  • Prepares affidavits and executes search warrants.
  • Performs criminal investigations, conducts surveillance, presents evidence, interviews victims and witnesses, and collects property and evidence.
  • Must be able to work an on-call status and have the ability to respond to the city limits within a 30-minute travel distance in a call-out situation.
  • Conduct background investigations on applicants for Concealed Handgun Permits.
  • Maintains liaison with other Law Enforcement agencies and works jointly on mutual problems.
  • Obtains and serves arrest warrants.
  • Prepares and maintains various written items such as incident reports, supplemental reports, Crime Victim Compensation Reports, and case histories.
  • Performs special projects and other related duties as assigned.

ADDITIONAL DUTIES

  • Other duties to provide direct or indirect service to citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES

  • This position has no direct supervisory responsibilities.

Minimum Education and Experience Required

Minimum Training and Experience

  • Any combination of education and experience equivalent to completion of high school and considerable experience in police work.
  • Must be a VA Certified Law Enforcement Officer
  • A minimum of one to three years of criminal investigation experience is preferred.

Knowledge, Skills, and Abilities

  • General knowledge of police investigative techniques and identification techniques.
  • General knowledge of rules of evidence and laws of search and seizure.
  • General knowledge of the geography of the municipality and important buildings.
  • Ability to analyze evidence.
  • Ability to question and interview skillfully.
  • Ability to organize and prepare clear and concise reports.
  • Skill in the use of firearms and motor vehicles.
  • Ability to maintain possession of a valid, appropriate driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
  • Must have at least three years of continuous valid licensing, no DUI convictions within the last three years, and an overall pattern of safe vehicle operation and driving habits.
  • Ability to maintain compliance with minimum standards for Police Officers issued by the Commonwealth of Virginia.
  • Must be able to provide credible court testimony.
  • Must have worked in a position that is commensurate to the duties and responsibilities of a Lynchburg Police Officer.

Additional Requirements

Detectives assigned to the Criminal Investigations Division will be committed to upholding the mission of the Lynchburg Police Department by "protecting and serving the public with honor, courage, and fairness for all." Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position. A valid drivers license and acceptable record per City Criteria.
