The Deferred Maintenance & Repair (DMR) Cost Estimator provides expert cost estimating support for federal deferred maintenance, recapitalization, and construction projects. The role involves preparing detailed cost estimates using PACES and MII software, developing Basis of Estimate documentation, conducting Life Cycle Cost Analyses (LCCA), and ensuring compliance with GAO and AACE International cost estimating best practices. The Cost Estimator also develops and maintains agency-specific cost libraries and historical cost databases, performs cost escalation forecasts, and supports project managers during negotiations, change orders, and risk analysis.

Required Experience & Skills

Certified Cost Professional (CCP), Certified Estimating Professional (CEP), or Certified Professional Estimator (CPE) credential (or equivalent approved certification).

Minimum of 5 years of cost estimating experience for engineering and construction projects.

Minimum of 2 years of experience developing cost estimates in PACES and MII.

Demonstrated knowledge of GAO Cost Estimating and Assessment Guide and AACE International Recommended Practices.

Ability to prepare and document cost estimates (ROM, conceptual, IGCE, LCCA, CSRA).

Skilled in developing Basis of Estimate documentation and cost risk analyses.

Strong communication skills, including writing reports, summaries, and briefings for varied audiences.

Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Access, Project).



Preferred Experience & Skills

Experience conducting Monte Carlo simulations and sensitivity analyses using @Risk or similar tools.

Prior Federal cost estimating experience.

Experience maintaining cost element libraries and cost history databases.

Familiarity with deferred maintenance and recapitalization project types.



Required Education

Bachelor's degree in Engineering, Construction Management, Architecture, or related field.



Preferred Education

Advanced degree in Engineering, Construction Management, or related field.

Additional professional certifications in cost engineering or project controls.
