DELTA DENTAL: Director of Public & Government Affairs

JOB SUMMARY

The Director of Public & Government Affairs (PGA) leads, mentors, and develops the strategy by which PGAs regional advocates will track, analyze, summarize and recommend positions on proposed state legislation and regulation in concert with the retained state lobbyist team. The director oversees all state advocacy, leveraging our team of lobbyists to promulgate, amend or oppose proposed legislation and regulation affecting Enterprise networks, growth prospects and regulation. The director also advises and engages with the VP in federal advocacy to support alignment with DDPA and our allied trade associations (e.g., NADP/CADP/Alliance of Maryland Dental Plans), serving where possible on these groups boards and/or on key policy committees. The director works closely with the Legal Divisions Senior Leaders and directors to promote collaboration between departments, enhance the divisions culture and socialize the work of the regional advocacy team

ESSENTIAL DUTIES

• Responsible for the hiring, ongoing evaluation, and management of the regional advocates and the enterprise-retained contract lobbyists. As needed, accompanies advocates on visits to state legislators and regulators, reviews the development and distribution of comment letters, and monitors all legislative and regulatory developments in assigned states, gathering and assembling insights, patterns, and trends the VP can use to forecast ahead.
• Ensure training and development of government relations staff, who are expected to similarly research, recommend and/or advocate for corporate positions together with lobbyists and other developed assets in each of the priority states where Government Affairs is active.
• Strategically work with enterprise thought leaders and operational experts to socialize PGAs work, and assess and communicate the potential impact of legislative and regulatory proposals while still under formulation.
• Strategize ways to summarize and distribute reports of all enacted/adopted legislative and regulatory developments, complete with full background on perceived or real impact, and to advise as needed on how to operationalize new requirements based on legislative intent.
• Direct government relations staff in the timely development and management of legislative strategies and regulatory outreach aimed at improving or maintaining strong relations with state and federal regulators.
• Oversee and prepare verbal presentations summarizing state lobbying objectives, analysis and risks, outcomes and recommendations, as well as broker presentations that can be leveraged by RBD staff for the purposes of growth and prospecting.
• Monitor and track health insurance legislative and regulatory activity in assigned states and independently analyze for applicability to dental and other opportunities or necessity for advocacy in the companys interest.
