The Stockton Fire Department is currently looking for a Department Finance Officer. Under direction, assists the Director in the protection and maintenance of budget controls, performs the most complex accounting functions to substantiate short and long-term capital improvement financing strategies; plans, coordinates, and manages major functional areas in the department including financial and some administration services; and performs other related work as assigned.

CLASS CHARACTERISTICS

This is an at-will classification that manages the department's budget, finance, and some administrative staff. The classification is distinguished by its administrative responsibilities for financial activities and encompasses a wide variety of fiscal, administrative and business management responsibilities in the department. The incumbent is responsible for developing goals and objectives, supervising staff, administering the department's annual budget, and financial operations while maintaining close coordination with City administrative, budget and financial services. Assignments allow for a high degree of administrative decision making in their execution.

PRINCIPAL DUTIES (Illustrative Only)

• Serves as Finance Officer for assigned Department with responsibility for all department financial operations and interactions with the Administrative Services Department.
• Develops and coordinates the implementation of goals, objectives, policies, and procedures for the City and the assigned Department; prepares and administers the department annual budget.
• Plans, organizes, assigns, directs, reviews and evaluates the work of assigned staff; selects personnel and provides for their training and professional development; assures department compliance with City policies, grant requirements, and applicable state and federal regulations relating to finance.
• Provides professional assistance to department staff on financial and related matters in areas of responsibility.
• Implements policies, procedures, and systems pertaining to budgeting, financial recordkeeping, controls and reporting; provides comprehensive financial management services and solves varied budgeting, accounting, financial reporting and collections problems.
• Conducts or coordinates financial and other studies; develops and reviews reports of findings, alternatives and recommendations.
• Manages staff responsible for the purchase, storage and issuance of supplies, materials and equipment used by the assigned Department.
• Manages staff responsible for the maintenance of department property records and inventories.
• Makes presentations of the department financial status and operations; when directed, represents the department in meetings with governmental agencies and professional, and business organizations.
• Monitors developments related to finance and accounting matters; evaluates their impact upon the department's financial programs and recommends and implements policy and procedural improvements.

QUALIFICATIONS

Education/Experience

Possession of a Bachelor's degree from an accredited four (4) year college or university with major course work in accounting, public administration, business administration, finance or a closely related field and five (5) years of senior management or supervisory experience in accounting, financial management, or budgeting, preferably in a public agency or governmental setting. Experience in municipal finance, and public agencies or governmental settings is highly preferred. A Master's degree and possession of valid California registration as a Certified Public Accountant (CPA) are desirable.

Other Requirements

• Must possess a valid California Class C driver's license.

Knowledge of:

• Principles, practices and theory of public administration, general fund, government contract administration and government accounting;
• Principles and practices of business computer user applications;
• Applicable city, state and federal laws and regulations relating to municipal budgeting;
• Organizational planning techniques, including staffing, goals, objectives, and work standards development;
• Laws regulating the investment of public funds;
• Administrative principles and practices, including goal setting, program and budget development, and implementation and employee supervision;
• General principles and practices of procurement and risk management; and
• Effective written and verbal presentation skills.

Skill in:

• Planning, organizing and directing a wide variety of financial and budgetary activities;
• Evaluating financial data and programs to provide recommendations for improvements;
• Interpreting, explaining, and applying city, state and federal laws regulating City financial accounting, reporting and recordkeeping, investment of funds and borrowing;
• Planning, organizing, assigning, directing, reviewing, and evaluating work of assigned staff;
• Selecting, motivating, and disciplining staff and providing for their training and professional development;
• Evaluating the earning potential of tax-exempt investments and directing investment activities; and
• Representing the City effectively in contacts with governmental and regulatory agencies, outside consultants and counsel, and business and professional groups.

The City of Stockton requires employees in this position to reasonably respond to emergencies at all times. Employees will be required to maintain primary residence within 45 minutes of City Hall in order to timely respond to emergencies and meet the health, safety and welfare needs of the City.
