Here is the Role:

J.S. Perkins Consulting is seeking a Senior Financial Management Analyst to serve as the Senior Audit Liaison supporting the Uniformed Services University of the Health Sciences Financial and Manpower Management Directorate. This is a hands-on, client-facing role for someone who knows how to lead audit liaison work in a federal environment, manage deadlines, and keep documentation clean and defensible. The position is primarily focused on audit liaison and PBC management, while also supporting broader financial management activities tied to audit readiness, corrective actions, and coordination with USUHS and DHA stakeholders. The right candidate brings deep DoD audit experience, strong writing and organizational skills, sound judgment, and the ability to lead a workstream in a fast-moving environment.

Education Requirements

  • Bachelor's degree or Master's degree in Finance, Accounting, Business Administration, Management, Public Administration, or Communication

Your Responsibilities:

  • Lead the audit liaison workstream supporting USUHS FMG and serve as JSPC's primary audit liaison resource on the engagement
  • Manage the intake, tracking, quality control, and submission of Provided By Client packages, audit samples, walkthrough materials, follow ups, and related documentation
  • Coordinate closely with USUHS and DHA stakeholders to support timely, accurate, and audit-ready responses across the full audit cycle
  • Review audit support packages for completeness, consistency, and quality before Government review and submission
  • Lead corrective action plan support, including documentation, testing, status tracking, and follow through on remediation activities
  • Analyze audit exceptions and sample failures, identify likely root causes, and support practical remediation planning
  • Maintain audit trackers, action logs, document repositories, status reports, and other workpapers needed to run a disciplined audit support process
  • Support responses to audit and compliance inquiries and help prepare executive-level updates on audit status, risks, and open items
  • Contribute to process improvement efforts that reduce manual work, improve document quality, and strengthen auditability
  • Maintain organized, version-controlled workpapers and program documents in Government-accessible repositories
  • Other duties as assigned

Skillset Requirements:

  • 10 or more years of Department of Defense or federal government auditing experience
  • 10 or more years of experience providing audit responses to senior management and Independent Public Accountants
  • 5 or more years of experience preparing PBC packages and audit sample documentation
  • 5 or more years of experience preparing, supporting, or testing Corrective Action Plans
  • Direct experience supporting DoD FIAR, RMIC, FMFIA, OMB Circular A-123, or closely related audit readiness and internal control activities
  • Strong proficiency in Microsoft Office, SharePoint, and Google Workspace tools
  • Strong analytical, critical thinking, organizational, and documentation management skills
  • Strong written and verbal communication skills
  • Ability to work effectively with senior Government leaders and cross-functional teams
  • Ability to lead a workstream, manage deadlines, and maintain detailed program and audit documentation
  • Ability to obtain and maintain a favorable Public Trust background investigation, CAC access, and any onboarding requirements necessary for performance at USUHS

Preferred Requirements:

  • CPA or CDFM certification
  • Direct experience supporting DoD FIAR, RMIC, FMFIA, OMB Circular A-123, or Statement of Assurance activities
  • Experience leading audit liaison, remediation, or audit readiness activities in a prime-led federal delivery environment
  • Experience supporting Defense Health Program, DHA, USUHS, MTF, or broader military medical financial management environments
  • Experience with ARC Tool, OUSD NFR/CAP Database, DHA RMIC, or similar audit and remediation platforms
  • Familiarity with GFEBS, DDRS, IPAC, ADS, DCAS, DTS, PIEE/WAWF, or related DoD financial systems
  • Experience working in fast-paced client environments where deadlines, document quality, and stakeholder responsiveness all matter at once
