Official Title: Deputy ACHRO for Benefits & Onboarding

Pay Grade: Senior Management 1

Salary Range: SM1 Entry Level Pay $111,214.74 to Pay Range Maximum $164,015.80

Salary Notes: This position is designated as a Management. Starting Salary will be based on a review of qualifications and experience.

Departmental Mission Statement: 

The Human Resources (HR) Department partners with Trial Court management to create and maintain a talented, qualified workforce by recruiting a diverse applicant pool, by facilitating the fair merit-based selection for appointment of the most qualified candidates, by developing appropriate workforce training (in consultation with the Trial Court's Judicial Institute), by fostering positive management-employee relations, by promptly addressing workplace issues, and by developing performance based measures to ensure the continued excellence of the workforce. The HR Department will use best practices to ensure that this collaborative effort advances the mission of the Trial Court. The HR Department also provides information and assistance to all Trial Court employees on a variety of workplace issues.

This position is designated as a management position and is covered by the Trial Court Personnel Policies and Procedures Manual.

Position Summary: Working within the Human Resources Department of the Office of Court Management (OCM), under the direction of the Assistant Chief HR Officer for Benefits & Onboarding, the Deputy ACHRO for Benefits & Onboarding will oversee critical functions related to leave of absence management, benefits administration, and onboarding/offboarding processes. This position plays a central role in ensuring compliance with policies and regulations while supporting consistent and high quality HR service delivery throughout the employee lifecycle.

The Deputy ACHRO will co-lead the oversight of these programs and collaborations with the Trial Court stakeholders to ensure a consistent employee experience, operational excellence, and compliance with organizational policies and employment regulations. They will also share responsibility for driving continuous improvement and sustainability of related HR activities. This position works closely with managers, employees, and cross functional teams to support a positive, equitable, and productive workplace. This role contributes to a streamlined, compliant, and employee centered HR experience from entry to exit.

The Deputy ACHRO will provide subject matter expertise in assisting with the management of all approved paid and unpaid leaves, and related leave laws and programs that reflect a proactive leave communication plan, encouraging employee education of the various leave and benefit options. The Deputy ACHRO will also assist with the oversight of the processing and management of workers' compensation claims, leave administration, and employee medical accommodation requests, Trial Court wellness initiatives, and the associated employee assistance program. The Deputy ACHRO will assist the Assistant Chief HR Officer for Benefits & Onboarding with ensuring excellent customer service and quality benefit services are delivered. Ongoing exploration of new benefits programs, improving existing programs, and supervision of data analytics to monitor, track, and enhance the delivery of all benefit programs.

The Deputy for Benefits & Onboarding also plays a significant role assisting the Assistant CHRO in the direction, coaching and supervision of the B&O Unit managers and staff in performing their duties.

Supervision Received: Reports to the Assistant Chief Human Resources Officer for Benefits & Onboarding and receives general supervision in performing duties which require a high degree of independent judgment and initiative.

Essential Functions and Responsibilities:

Benefits Administration:

Delivers clear, accessible communication about benefit programs to employees and managers and ensures that any benefit changes are communicated in a timely and appropriate manner;

Performs as project manager for major initiatives for benefit programs;

Analyze quantitative and qualitative data to identify trends, patterns, and actionable insights.

Maintain, update, and enhance HR resource materials, including handbooks, policies, procedures, FAQs, and online content.

May serve on union-negotiated dental trust;

Creates and manages training programs on benefits, in collaboration with the Court ED Department; Establishes and maintains effective working relationships with benefit providers;

Develop Requests for Proposals (RFPs) as necessary and establishes criteria and evaluations for the selection of benefits vendors;

Supervises or conducts inquiries involving individual or group complex benefits issues or concerns;

Leave Administration, Accommodations, and Workers' Compensation:

Assists in managing and ensuring Family Medical Leave Act (FMLA) requests, Paid Family & Medical Leave (PFML) leaves, and Workers' Compensation (WC) claims are monitored; ensures compliance with Federal and State laws, Trial Court policies, rules and regulations as well as collective bargaining agreements.

Provides support in managing the workforce reasonable accommodation request model to ensure a consistent and compliant process;
Works with the ACHRO for Benefits & Onboarding, and the workers' compensation unit of the Commonwealth's Human Resources Department to manage workers compensation claims to provide better outcomes for our injured employees and effectively manage costs; Supervises the receipt, investigation, and formal response and/or action to address all inquiries and claims related to employee workplace hazards or risks; working in collaboration with the Facilities Management Department; and

Collaborates with the ACHRO for Benefits & Onboarding to handle escalated issues related to Paid Leave Administration Programs for both court employees and the Judicial Paid Leave Bank;

Assists the ACHRO for Benefits & Onboarding to lead HR's compliance efforts with leave laws and the distribution of required notices, physician certifications, and fitness for duty forms;

Partners with the ACHRO for Benefits & Onboarding to maintain accurate leave records and addresses employee and manager inquiries regarding leave usage and compliance


Onboarding & Offboarding Services:

Assists the ACHRO for Benefits & Onboarding in providing strategic direction on onboarding/offboarding initiatives and consults with key business line stakeholders to ensure an enterprise-wide and seamless onboarding/offboarding strategy and successful employee access to Trial Court benefits and programs; ·

Partners with the ACHRO for Benefits & Onboarding and other HR senior managers to understand all necessary work stream impacts and needs as well as to ensure clear communication of program purpose, objectives, and achievements;

Co-manages the Trial Court's role in educating employees on all steps required in the preparation for retirement or any other voluntary separation of employment with the Trial Court.

Jointly promotes the strategic value of streamlined onboarding and offboarding processes, ensuring consistent and positive employee transitions within the Trial Court
with the ACHRO for Benefits & Onboarding;

Works with the ACHRO for Benefits & Onboarding to define metrics to measure and monitor program effectiveness;

Co-manages activities in regard to customer (manager/new employee) care and function as a proactive point of contact;

Works with the ACHRO for Benefits & Onboarding to coordinate processes with other HR Managers to ensure compliance in the field with onboarding, lifecycle, and offboarding process standards;

Co-manages the scope and mitigates risks to support onboarding/offboarding deliverables and other HR program initiatives;

Employee Wellness:


Co-leads the Trial Court's ongoing efforts to expand and administer comprehensive Wellness supports, including partnering with Optum, Employee Assistance Program , Mass4YOU for a variety of supports including critical incidence response;

Minimum Requirements:

A Bachelor’s degree from an accredited educational institution recognized by the U.S. Department of Education or the Council for Higher Education Accreditation is required; and Six (6) years of work experience across multiple facets of Human Resources, such as: leave administration, benefit administration, new hire onboarding, employee offboarding, policy administration, payroll, reasonable accommodation, employee relations; equivalent combinations of education and experience will be considered for meeting the minimum requirements.

Professional Background: An employment background that demonstrates a record of initiating HR best practices administrative processes related to benefits, onboarding, employee leaves and all accommodations, workers' compensation, workplace safety, and wellness. Experience administering state and/or municipal group insurance and other group benefit plans that demonstrate the efficient and effective use of benefits is strongly preferred. The successful candidate will be expected to have significant experience with leave administration and a thorough understanding of the accommodation process. Work history should also demonstrate the ability to supervise professional staff, to consistently apply policies, perform project management, and develop innovative approaches to human resources management.

A graduate degree and/or certification such as SHRM, SPHR, or Lean/Six Sigma is desirable.

Knowledge, Skills and Abilities:

Strong interpersonal communication skills, including writing ability commensurate with the senior manager team level and the ability to work professionally with persons at all levels, including judges, and to maintain effective working relationships;

Demonstrated ability to perform human resources related activities of the most complex and non-routine nature, including providing feasible innovative solutions;
