U.S. Citizenship and Immigration Services (USCIS) is an agency within the U.S. Department of Homeland Security (DHS). We lawfully administer immigration and naturalization adjudication functions and establish immigration services policies and priorities.
The Office of Information Technology (OIT) develops and implements technology solutions that power USCIS operations. OIT is also responsible for anticipating and gathering mission needs and responding to the requirements identified by business users in the development, testing, integration, implementation, evaluation, operation, and maintenance of IT capabilities used to accomplish the mission of USCIS.
Major Duties
The DCIO for Delivery participates in monitoring of all delivery program activities, ensuring policy consistency, program effectiveness, quality project management, business values, and responding to all USCIS delivery needs. As such, he/she also represents USCIS on matters internal and external to the agency.
The DCIO for Delivery will exercise executive direction and leadership in assisting the CIO in carrying out the following duties and responsibilities:

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPMs SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.
There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). The ECQs and TQs should be evident in the 2-page resume.
TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated knowledge and ability to oversee and lead the design, implementation, and continuing development of modern, reliable, and secure end-to-end IT services and applications (i.e. DevOps practices, cloud-based business systems, network operations, web servers, Service Desk, telecommunications and IT security).
TQ 2: Demonstrated ability to lead, manage, and build enterprise consensus for large, complex multi-component IT programs that may include multiple enterprises, multi-agency stakeholders and contractors, to include successes in leading the delivery of enterprise-level information technology solutions to significantly advance agency-level mission activities, providing modern digital-government, highly efficient, and state-of-the-art products and services to business customers.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not effectively demonstrate evidence of the ECQs and TQs, you may not receive further consideration for the position.
