The Deputy Chief of Police - Administration & Compliance serves as the senior leader responsible for departmental governance, compliance, accreditation, administrative operations, and institutional accountability within the Public Safety Department. This position participates in executive command decision-making, strategic planning, organizational leadership, and continuity of operations while ensuring compliance with applicable laws, accreditation standards, institutional policies, and collective bargaining agreements. The Deputy Chief provides executive oversight of records management, policy development, quality assurance, audits, regulatory reporting, budgeting, procurement, personnel administration, and administrative support functions, while serving as a primary advisor to the Chief of Police on administrative risk, compliance, governance, and organizational integrity. The position collaborates closely with university leadership, legal counsel, HR, auditors, accreditation bodies, and external agencies to support institutional objectives and operational effectiveness. The Deputy Chief may serve as Acting Chief of Police when designated and will provide executive oversight of operational functions in the absence of the Deputy Chief of Police - Operations.

  • EXECUTIVE COMMAND RESPONSIBILITIES:

  • Participate equally in executive command decision-making, organizational leadership, and departmental governance.

  • Assist in development and implementation of departmental strategic goals and long-term planning.

  • Maintain department-wide awareness of compliance, administrative, operational, and institutional matters.

  • Participate in crisis management, executive incident command, and continuity of operations planning.

  • Represent the Police Department before university leadership, governmental agencies, accreditation bodies, and external stakeholders.

  • Coordinate cross-functional initiatives with operational leadership to ensure organizational effectiveness.

  • Serve as Acting Chief of Police when designated and exercise full executive authority during such assignment.

  • ESSENTIAL FUNCTIONS:

  • Provide executive oversight of administrative, compliance, accreditation, policy, records, and governance functions.

  • Develop technology related initiatives in support of strategic planning.

  • Supervise administrative personnel supporting compliance, records, accreditation, policy development, and governance systems.

  • Develop and maintain a comprehensive compliance and quality assurance program ensuring adherence to applicable laws, accreditation standards, and institutional policies.

  • Oversee departmental records systems, evidence documentation, reporting systems, and retention compliance.

  • Manage public records requests in coordination with legal counsel and institutional requirements.

  • Oversee accreditation processes and ensure department-wide compliance with applicable standards.

  • Develop, implement, and maintain departmental policies, procedures, and general orders.

  • Conduct internal audits, administrative reviews, inspections, and quality assurance assessments.

  • Ensure completion of mandated reporting requirements (including Clery Act and other regulatory obligations).

  • Maintain data integrity and governance of departmental administrative systems.

  • Oversee procurement, contracts, grants, and administrative resource allocation in accordance with policy.

  • Collaborate with operational leadership on budget development, forecasting, and fiscal monitoring.

  • Serve as liaison to university legal counsel, auditors, HR, accreditation bodies, and regulatory agencies.

  • Oversee personnel administrative systems including hiring processes, background investigations, promotions, and compliance documentation.

  • Ensure compliance with collective bargaining agreements, employment law, and institutional HR policies.

  • Provide executive reports, compliance analyses, and governance recommendations.

  • Serve as primary advisor to the Chief of Police on administrative risk, compliance, and governance.

  • Perform other duties as assigned.

Required:

  • Bachelors degree in Criminal Justice, Public Administration, or related field and graduation from an accredited police academy.
  • Minimum of five (5) years of supervisory experience at command level in law enforcement.
  • Strong expertise in compliance systems, accreditation, policy development, and governance.
  • Knowledge of Clery Act, Title IX, CJIS, public records law, and accreditation standards.
  • Experience conducting audits, inspections, and administrative reviews.
  • Strong executive writing, analytical, and reporting skills.
  • Experience managing HR systems, budgeting, and procurement functions.
  • Experience in unionized law enforcement environments.
  • Ability to manage sensitive and confidential institutional information.

Preferred:

  • Masters Degree in Public Administration, Criminal Justice, Law, or related field.
  • Experience with CALEA or similar accreditation systems.
  • Experience in higher education, healthcare, or campus policing environments.

Acting Chief Provision

When designated by the Chief of Police, the Deputy Chief exercises full executive authority over the department, including operational and administrative functions, subject to applicable law, policy, and institutional governance frameworks.

Dispute Resolution

In matters involving cross-domain responsibilities, unresolved disagreements between Deputy Chiefs shall be elevated to the Chief of Police for final determination.
