Job Summary:

This position is responsible for strategic direction, operational planning, governance and systems related to all procurement activities (cross-Agency) at the MTA. This position will need to improve overall performance of the Procurement function. Directly oversees MTAHQ Procurement Operations organization, responsible for Direct, Indirect and non C&D MTA procurement spend categories. Other key responsibilities include recruitment, development, and performance appraisal of staff.

Responsibilities:

• Leads development of the MTA's Procurement strategy based on overall corporate strategy and business goals.
• Implements a new consolidated organization focused on a category management procurement approach that leverages data and analytics for decision making and cost reductions
• Drive a safety-first culture and ensure that safety, quality and environmental standards are fully satisfied in each procurement action
• Drives development of best practices, continuous process improvement, policies, knowledge management and standards that result in lower purchasing costs and greater efficiencies across MTA
• Defines performance expectations, savings goals for the MTAHQ Procurement organization and establishes targets of direct reports to match overall strategic objectives.
• Identifies and evaluates risk, introduces mitigation plans, monitoring procedures and routine compliance reviews.
• Responds to internal and external auditors, implementing audit recommendations when appropriate.
• Drives development of efficient procurement systems and data integrity
• Responsible for procurement sustainability and business continuity planning.
• Performs other duties as assigned

• Observes the work performed by contractors, as applicable
• Reviews invoices and approves them if the work has contractual standards, as applicable
• Addresses performance issues with the contractor when possible, as applicable

Required Education and Experience:

• Bachelor's Degree in Arts/Sciences (BA/BS) in Business, Supply Chain or related field or an equivalent combination of education and experience may be considered in lieu of a degree.
• Minimum 16 years related experience, leading broad-based Procurement and Supply Chain Management functions, including at least 5 years in a department head role in a large, multi-faceted, fast-paced organization or governmental body preferred.
• Minimum 5 years of experience managing at least 50 full-time resources.

The Following is/are preferred:

• Master's degree in Arts/Sciences (MA/MS) MBA or advanced degree
• APICS, CSCMP or equivalent certifications preferred

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
