Help

The Deputy Chief Strategy Officer (DCSO) will assist the Chief Strategy Officer (CSO) within the Office of Strategy, Planning, and Innovation (OSP) in their responsibility for planning, directing, and coordinating various operational management and program areas to include strategic planning, internal directive development, emerging capability assessment, program management and acquisitions, and enterprise governance. The primary duties include, but are not limited to, the following:

  • Oversee the full range of planning and management functions required to support the USSSs long-range strategic planning and analysis activities by assisting the CSO in assessing the agencys capabilities in relation to anticipated long-term operational challenges and threats. Your analysis informs the strategic planning process and serves as the foundation for investment justifications to enhance organizational capabilities.
  • Serve as the technical expert for the USSS on the development of short- and long-range program planning to maintain and improve overall USSS operational and organizational effectiveness.
  • Identify critical problem areas in agency-wide strategic operations, initiate and oversees comprehensive studies of mission support and operations activities, and present well-documented recommendations for major program or directive changes.
  • Oversee program baselines, document key performance parameters, and ensure compliance with Department of Homeland Security and USSS policies for performance assessment and documentation requirements, as well as supervise major acquisition processes, ensuring that tailored approaches, documentation, and timeliness of deliveries meet established standards.
  • Participate in meetings with USSS executive staff and representatives from staff agencies and industry to determine data governance, records, and analytic program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs and to determine what action is required to maintain or improve program schedules.

To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume. TECHNICAL QUALIFICATIONS (TQ): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Expert knowledge linking strategic planning, directives, capabilities, program management acquisition, and enterprise governance to enterprise-level mission achievement. Demonstrated ability to drive strategic plans, establish effective policies, develop Agency goals and objectives, analyze requirements, set Agency priorities, and translate plans into specific projects or programs.

TQ 2: Extensive knowledge and leadership experience managing business operations and mission support functions across a complex, diverse portfolio in a large organization. Inherent to this qualification is the demonstrated ability to assess and prioritize customer needs, to develop strategies and plans to address those needs, and manage multiple facets of organizational change.

EXECUTIVE CORE QUALIFICATIONS (ECQ): In addition to the TQ requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organizations vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPMs SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
