BRIEF DESCRIPTION:
The purpose of this position is to provide legal advice, counsel and representation to city officials in all legal matters. This is accomplished by providing legal guidance to assure compliance with state and federal laws, statutes, regulations, and local ordinances, representing officials in investigations and proceedings, defending the city and officials in claims filed, representing the city and city officials in all aspects of civil litigation, researching and preparing legal opinions, acting as liaison to departments and commissions, reviewing open records requests and issues, advising on planning, zoning, and platting issues, representing the City in civil service proceedings including disciplinary appeals, and supervising subordinate attorneys. Other duties include interacting with external counsel and acting in the absence of the city attorney.

1 L Regular and reliable attendance in compliance with given schedules is a mandatory requirement of this position. Schedules may be subject to change with or without advance notice
2 L Represents the city and officials in litigation by preparing pleadings, motions, briefs, discovery documents and other legal memoranda, conducting research, and preparing and conducting pretrial, trial, and appellate proceedings.
3 L Provides legal liaison services to departments, boards and commissions by researching issues, providing legal advice, drafting agendas, postings and notices, representing the city in administrative hearings, investigations, and appeals, advising officials, reviewing human resources policies and procedures, reviewing contracts, agreements and grants, conducting investigations, interacting with outside agencies, reviewing requests for records, drafting opinion requests, drafting legal memoranda, and assisting with compliance with all local, state and federal rules and regulations.
4 L Provides legal council to staff, boards, and Council on planning, zoning, subdivision platting, building inspection, and land use matters.
5 L Counsels and advises subordinate attorneys and the city prosecutor by reviewing information and items and providing advice.
6 L Defends claims against the city and officials by reviewing claims, researching legal opinions and court cases, evaluating claims, corresponding with claimants, and negotiating and mediating settlements where appropriate.
7 L Represents the city in Fire and Police Civil Service proceedings including attending meetings of the Commission, advising Police and Fire Department management, reviewing and revising policies and rules, drafting, reviewing and revising notices, agendas and other postings, and defending the City in appeals.
JOB REQUIREMENTS:
Formal Education Work requires specialized knowledge in a professional or technical field. Work requires professional level of legal knowledge acquired through the study of law in an accredited U.S. law school.
