    Job Summary

    This position is located in the Department of Insurance, Securities and Banking (DISB). DISB is responsible for executing District of Columbia laws to regulate the insurance, securities, and banking industries. The Department of Insurance, Securities and Banking (DISB) proposes regulatory policy, new legislation and revisions to existing laws and regulations. Exercises statutory authority through licensing, financial audits of companies, rate regulation, servicing of consumer services requests, administration of premium and retaliatory tax laws, investigations, registration of securities offerings and exemption filings, registration of investment firms and advisors, rulemaking, and inspections.

    The incumbent is responsible for carrying out assignments of extreme sensitivity in all areas of the DISB''s market operations and develops and provides expertise to support regulatory policy, new legislation and revisions to existing laws and regulations.

    Duties and Responsibilities

    Develops and coordinates information from market operations that identifies current and emerging market trends and issues which may affect the development, design, and/or distribution of financial products and services in each industry sector. Provides guidance to the Director of the Office of Innovation who is responsible for developing policies and procedures for the Department's regulation of innovative financial services entities. Shares in setting policy, establishing, and achieving program goals, and making major program decisions.

    Generate innovative concepts and policies, supervise revisions of official rules and regulations, and determine the future direction the Department could consider with regard to innovation and technology within the financial services industry. Implement policies affecting the Department by supervising the development of strategies for policy implementation and monitoring the results. Reviews budget request documents prepared by bureaus and offices to assure programs vital to the Department are included.

    Qualifications and Education

    Specialized Experience: is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

    MSS-At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

    Collective Bargaining Unit: This position is not in a Collective Bargaining Unit.

    Position Designation: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

    Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

    Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
