Description
The City of Richmonds Department of Finance seeks an experienced and highly qualified candidate for the unclassified senior leadership position of Deputy Department Director, Senior to plan and organize compliance and planning efforts associated with financial reporting and financial systems. The successful candidate will provide assistance to the department director in setting the strategic direction and management oversight to ensure implementation of Mayor and City Council goals, policies, and performance expectations. The incumbent will make interpretive decisions on behalf of the organization regarding the means for executing the goals established by the Director. The incumbent may serve as Director in the absence of the Director.
This position is Unclassified and serves at the will of the Appointing Authority.

MINIMUM TRAINING AND EXPERIENCE:
PREFERRED QUALIFICATIONS AND TRAINING:
Masters degree in Public Administration, Finance, Accounting, or related areas.
Extensive experience applying the principles and practices of municipal finance administration.
Working knowledge of municipal debt management and accounting.
Demonstrated experience in State or Local government accounting.
Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO)
Experience in public sector financial management and operations.
Experience preparing and overseeing the Annual Comprehensive Financial Report (ACFR).
Experience with the preparation and update of all bond sales official statements.
Experience coordinating and working effectively with external auditors.

The essential duties of this classification may require the ability to regularly perform repetitive motions, see, hear, talk, feel, finger, lift, walk, balance, and stand; frequently push, reach, crouch, grasp, and kneel; and occasionally climb, stoop, crawl, pull, and lift. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work , exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
